Zelensky urges Blinken for US help to defend Ukraine by air - The Times

President Zelensky has said air defences need to be strengthened around Kharkiv, Ukraine’s second city, as Russia targets the surrounding region in a new offensive.

Zelensky told Antony Blinken, the United States secretary of state, that Ukraine needs at least two air defence batteries for the northeastern city, which is being pummelled by drone and missile strikes.

Speaking on an unannounced visit to Kyiv, the capital, Blinken said a new donation of American weapons had already started arriving in Ukraine, with more supplies on the way.

At least two French prison officers reported killed as inmate escapes van - The Guardian

Elite French police forces are hunting gunmen who rammed into a prison van, killing at least two prison officers and allowing the inmate they were transporting to escape.

A police source told Agence France-Presse three officers were killed and two others wounded in the attack. Another source close to the case, who also asked not to be named, said two prison officers had been killed and three wounded.

The incident took place late morning at a road toll in Incarville in the Eure region of northern France, another source close to the case added.

The inmate was being transported between the towns of Rouen and Evreux in Normandy.

A police source said several individuals, who arrived in two vehicles, rammed the police van and then fled. One of them was wounded, the police source said.

It was not immediately clear how many attackers there were in total.

“Everything is being done to find the perpetrators of this crime,” the president, Emmanuel Macron, wrote on X. “We will be uncompromising,” he added, describing the attack as a “shock”.

The justice minister, Éric Dupond-Moretti, confirmed the attack on the prison convoy and said on X he was immediately heading to a crisis cell at his ministry.

“I am frozen with horror at the veritable carnage that took place at the Incarville toll,” said Alexandre Rassaert, the head of the Eure region council. “I hope with all my heart that that the commando team of killers which carried out this bloody attack will be arrested quickly.”

A unit of the GIGN special police force has been dispatched to apprehend the suspects.

Traffic was stopped on the A154 motorway where the incident took place.

The interior minister, Gérald Darmanin, wrote on X that he had ordered the activation of France’s Epervier plan, a special operation launched by the gendarmerie in such situations.

“All means are being used to find these criminals. On my instructions, several hundred police officers and gendarmes were mobilised,” he said.

BFMTV, quoting a source close to the investigation, said the 30-year-old inmate had been convicted last week and sentenced to 18 months in prison over robberies in 2019.

It said he had also been charged with murder over a 2022 killing linked to drug trafficking.

A source close to the case, speaking to AFP, identified the inmate as Mohamed A. born in 1994.

Law and order is a major issue in French politics ahead of next month’s European elections and the incident caused fierce reactions from politicians, especially the far right.

“It is real savagery that hits France every day,” claimed Jordan Bardella, the top candidate for the far-right National Rally, which is leading opinion polls for the elections.

Speaking on the sidelines of the Copenhagen Democracy Summit, European Council President Charles Michel said that he had called Kobakhidze in recent days to urge him to “stick to the rule-of-law principles, to democratic principles, and also to meet the expectations of the population.” However, he added, “I’m not in favor of sanctions. I think at this stage the priority should be the dialogue, political dialogue.”

Tens of thousands of Georgians have taken to the streets in recent weeks to protest against the bill, which campaigners have branded the “Russian law” given its similarity to rules used by Moscow to shutter civil society groups and suppress critics. Riot police used tear gas, shields and batons to disperse the crowds who gathered outside parliament, arresting at least 20 people in advance of the vote.

Zelenskiy calls for more air defences as Blinken arrives in Kyiv - The Guardian

The US secretary of state, Antony Blinken, arrived in Kyiv on Tuesday morning on his first visit to Ukraine since a major US aid package was passed last month, as Ukrainian forces struggle to defend against increasingly intense Russian attacks.

Blinken, who arrived by train from Poland in an unannounced visit, met Ukraine’s president, Volodymyr Zelenskiy, shortly after arriving.

“We know this is a challenging time. But we also know that in the near term the assistance is now on the way, some of it has already arrived and more of it will be arriving,” Blinken said. “And that’s going to make a real difference against the ongoing Russian aggression on the battlefield.”

Zelenskiy described the US aid as crucial, and thanked Blinken, but also said Ukraine desperately needed two more air defence systems to protect the second city of Kharkiv, which has been hit repeatedly by Russian strikes in recent weeks.

Addressing Blinken in English, Zelenskiy said air defence supplies were “the biggest deficit for us”, with Russia conducting long-range aerial attacks since March that have pounded electricity facilities and caused blackouts.

“Really we need today two Patriots for Kharkiv, for Kharkiv region because there the people are under attack. Civilians, warriors, everybody they are under Russian missiles.”

Blinken’s visit, his fourth to Ukraine since Russia’s full-scale invasion in February 2022, comes at a difficult time for Kyiv, with a Russian offensive in Kharkiv region leading to thousands of displaced residents and fears of losing territory already liberated from Russian control once in a 2022 counteroffensive. Ukraine is also struggling to mobilise new recruits to help address the discrepancies of weaponry and manpower in Russia’s favour along the frontline.

In recent months, the war in Gaza has drawn away attention from Ukraine, and there is also a fear in Kyiv of attention waning as the US moves into an election cycle.

Three weeks ago, Joe Biden signed a $60bn aid package for Ukraine after months of blocking by elements of the Republican party. The delay in passing the package was having a real impact on Ukraine’s ability to defend itself, officials in Kyiv have said.

The state department said Blinken would meet a range of top Ukrainian officials “to discuss battlefield updates, the impact of new US security and economic assistance, long-term security and other commitments, and ongoing work to bolster Ukraine’s economic recovery”.

A senior official travelling with Blinken told Reuters that artillery, air defence systems and long-range ballistic missiles had already been delivered to Ukraine since the aid package was approved.

Before Blinken’s trip, the US national security adviser, Jake Sullivan, told reporters in Washington DC that the White House was “trying to really accelerate the tempo” of US weapons shipments to Ukraine.

“The level of intensity being exhibited right now in terms of moving stuff is at a 10 out of 10,” he said.

Blinken is also due to give a speech in Kyiv on Tuesday, where he is expected to laud Ukraine’s “strategic successes” in the war, an attempt to provide some positive messaging amid the current gloom over Ukraine’s prospects of victory.

Two people killed and inmate 'on the run' after attack on prison convoy in France - Sky News

Two prison officers have been killed after an attack on a prison convoy - with the inmate reportedly on the run.

Three other people are seriously injured after the reported "ramming car attack" on a motorway in Incarville in the northwestern France region of Eure.

The escaped detainee is a man named Mohamed who was convicted of "burglary theft" and is nicknamed "The Fly", according to Le Parisien.

He had appeared before a judge in Rouen this morning accused of attempted homicide, BFM TV reports.

The attack on the prison van took place while he was being transported back to prison in Evreux, the French broadcaster adds.

The escaped prisoner fled with those who attacked the convoy on Tuesday, Le Parisien continues.

Several men used two vehicles to target the convoy, a police source has told the French news agency AFP.

One of the vehicles was found burned-out in a location which was not specified by the source.

The prison convoy was targeted at a tollbooth on the A154 motorway at about 11am local time, according to reports.

French justice minister Eric Dupond-Moretti posted on X: "A prison convoy was attacked in Eure. Two of our prison officers have died, three are seriously injured.

"All my thoughts are with the victims, their families and their colleagues."

Vladimir Putin is set to enage “all available resources” to attack Kharkiv over the coming days, Ukraine’s top military spy warned.

General Kyrylo Budanov said the Russian military had stationed small assault units near Ukraine’s northern Sumy region and more reserves were expected soon.

The Kremlin said it did not believe that a change of defence minister and ongoing corruption scandals within the ministry would negatively affect the way Russia is conducting what it calls its special military operation in Ukraine.

Kremlin spokesman Dmitry Peskov declined to comment when asked about he arrest of a senior Russian Defence Ministry official, Yuri Kuznetsov, saying investigative authorities were looking into the matter.

Kuznetsov, who served as head of the Defence Ministry’s personnel department, is accused of taking a large bribe, the Russian Investigative Committee said.

UK shadow defence and foreign secretaries visit Ukraine

The UK’s shadow defence and foreign secretaries have travelled to Ukraine to pledge their “ironclad” support for Kyiv’s war effort.

British shadow foreign secretary, David Lammy, and shadow defence secretary, John Healey, visited the town of Bucha and met with war crimes experts who are investigating alleged crimes committed by Russian forces in March 2022.

Mr Lammy said of the visit: “As detailed to me yesterday, the crimes committed by Russian forces in Bucha are heinous.

“The international community must continue to support Ukraine, in all areas, including in the area of accountability within atrocity crimes. Labour is committed to holding the Russian regime to account for its crimes.”

A colonel, who did not want to be named, previously told The Independent the present Russian attack would likely be limited - with the aim of establishing a no man’s land between Russia and Ukraine’s Sumy and Kharkiv regions.

UK shadow defence and foreign secretaries visit Ukraine

The UK’s shadow defence and foreign secretaries have travelled to Ukraine to pledge their “ironclad” support for Kyiv’s war effort.

British shadow foreign secretary, David Lammy, and shadow defence secretary, John Healey, visited the town of Bucha and met with war crimes experts who are investigating alleged crimes committed by Russian forces in March 2022.

Mr Lammy said of the visit: “As detailed to me yesterday, the crimes committed by Russian forces in Bucha are heinous.

“The international community must continue to support Ukraine, in all areas, including in the area of accountability within atrocity crimes. Labour is committed to holding the Russian regime to account for its crimes.”

‘Unlikely’ Russia has combat power to take Kharkiv, UK says

It is unlikely Russia has the combat power to take Kharkiv without diverting more resources to the region, the UK’s ministry of defence said.

A colonel, who did not want to be named, previously told The Independent the present Russian attack would likely be limited - with the aim of establishing a no man’s land between Russia and Ukraine’s Sumy and Kharkiv regions.

It comes after Kyiv warned up to 30,000 Russian troops were involved in the attack on the Kharkiv region after Moscow began targeting it last week.

“At the moment, Russian actions in the border area are ongoing,” Oleksandr Lytvynenko, the recently appointed secretary of Ukraine’s security council, said.

“We can say that we don’t see any threat of assault on the city of Kharkiv. But there are a lot of Russians, quite a lot. About 50,000 were on the border.” He warned that “more than 30,000” were involved in the current attack.

Putin to visit China this week

Vladimir Putin will visit China this week, TASS news agency reports, citing the Kremlin.

The Russian leader is set to visit Beijing and the northeast province of Harbin on 16 and 17 May, according to reports.

The trip is his first foreign trip since his inauguration for a new term as president. He last visited China in October 2023.

Four injured in by ‘Soviet-era’ bombing of Kharkiv, Kyiv says

Four people were injured in fresh Russian attacks on the battered city of Kharkiv in Ukraine’s northeast, Ukrainian officials said on Tuesday.

A man and three women were injured in shelling by Russian forces early on Tuesday, Oleh Sinehubov, governor of the broader Kharkiv region of which Kharkiv city is the administrative centre, said on the Telegram messaging app.

Sinehubov said that Russia attacked Ukraine’s second largest city with its new UMPB D-30 bombs, Soviet-era retrofitted high-precision guided bombs that behave like a cruise missile.

Both Ukraine and Russia say they do not target civilians in the war which erupted when Russia invaded its smaller neighbour in February of 2022, which Moscow has called a “special military operation”.

Ukraine says it destroyed all 18 drones that Russia launched

Air defence systems destroyed all 18 attack drones that Russia launched overnight at Ukrainian territory, Ukraine’s air force said today.

The drones were downed over several regions, including Kyiv and a number of frontline regions, the air force said.

The air force also said that Russia launched one Iskander-M ballistic missile. It was not clear what happened to the missile.

Houses hit as Russia’s Belgorod again comes under attack

A fresh wave of Ukrainian air attacks on Russia’s Belgorod damaged a power line and nearly two dozen houses in the early hours today, Russian officials said.

Russia’s defence ministry claimed it destroyed over 25 missiles over the border region.

“There is one casualty – a woman has received a shrapnel wound to her spine,” Belgorod governor Vyacheslav Gladkov said on his Telegram channel.

He said that about 24 houses and a power line were damaged.

The defence ministry confirmed the attack and said its air defence systems destroyed 25 missiles launched by Ukraine from the RM-70 Vampire (MLRS) multiple launch rocket systems.

This comes after an attack on Belgorod where 15 people were killed and scores injured on Sunday when parts of an apartment block collapsed after being struck by falling missile debris, Russian officials said.
