14 Americans aboard evacuation plane from Japan stricken with coronavirus - New York Post

Fourteen Americans being evacuated by plane from Japan to the US after disembarking a cruise ship have tested positive for the coronavirus, officials said early Monday.

The infected were among a group of over 300 US citizens who were allowed off the coronavirus-stricken Diamond Princess cruise ship on Sunday, according to the US State Department.

US officials said they learned of the positive test results as the evacuees were preparing to return to America on two chartered Boeing 747s.

“These individuals were moved in the most expeditious and safe manner to a specialized containment area on the evacuation aircraft to isolate them in accordance with standard protocols,” the statement said.

“During the flights, these individuals will continue to be isolated from the other passengers.”

One flight is headed to Travis Air Force Base in California and the other to Lackland Air Force Base in Texas, the Defense Department said.

It’s unclear whether the coronavirus patients were traveling on one or both planes.

The group was said to be screened for symptoms of the novel coronavirus before they were allowed to board the planes.

Officials said that upon arrival, all passengers will undergo an additional 14-day quarantine.

An explosive winter storm roared across Britain on Sunday, packing high winds and heavy rain that prompted a record number of flood warnings in England.

The Met Office, Britain's meteorological service, said Storm Dennis was expected to dump 5 1/2 inches of rain in south Wales before gradually easing.

The weather service issued a rare "red warning" for life-threatening flooding in that region. Numerous rescues were reported throughout the area.

The storm was dubbed a "bomb cyclone" after rapidly intensifying near Iceland Friday before slamming Britain over the weekend.

Bomb cyclones drop some 24 millibars (or atmospheric pressure) over a 24-hour span, according to the National Oceanic and Atmospheric Administration. A typical range in millibars is around 10 to 15.

The National Weather Service Ocean Prediction Center said Storm Dennis deepened by 40 millibars in 24 hours, becoming one of the five strongest non-tropical cyclones on record in the North Atlantic.

As the storm system punished the U.K., flood warnings were in place Sunday from northern Scotland to southwest England.

John Curtin, director of flood and coastal risk management at the Environment Agency, tweeted Sunday that there were 594 flood warnings and alerts in effect in England -- more "than any other day on record."

That number reached 600 later in the day, Sky News reported.

The fourth named storm of Europe's winter season has already been blamed for the deaths of two men, who were pulled Saturday from the water in separate searches off England's southeastern coast. Another man died Sunday after falling into the River Tawe in south Wales, according to police.

Wales appeared to be bearing the brunt of the two-day storm after a month's amount of rain fell in just 48 hours. Major incidents were declared by emergency services in south Wales and parts of England as police and firefighters worked to rescue people trapped after rivers burst their banks, Reuters reported.

“Agencies are continuing to deal with multiple floods and landslides, and have been required to evacuate residents from houses,” South Wales Police said in a statement.“Some communities have been cutoff as a result, but emergency service workers are working tirelessly to put measures in place to ensure the safety of residents."

Flood warnings could remain in place for a while since much of Britain is still saturated from last week's Storm Ciara, which left eight people dead across Europe.

On Saturday, about 75 British army personnel and 70 reservists were deployed to communities in the flooded Calder Valley region of West Yorkshire, constructing flood barriers and repairing damaged flood defenses.

Coronavirus: China enacts tighter restrictions in Hubei - BBC News

China is tightening curbs on movement in Hubei province as it battles the outbreak of new coronavirus.

Sixty-million people have been told to stay at home unless there is an emergency, and the use of private cars has been banned indefinitely.

Hubei and the city of Wuhan have been hit hardest by the outbreak, which has now claimed 1,665 lives in China.

But China has announced a drop in new cases for a third consecutive day and says it is controlling the spread.

What are the new Hubei measures?

The order to stay at home does have exceptions, such as an emergency. In addition, a single person from each household will be allowed to leave the building every three days to buy food and essential items.

On housing estates, one entrance will be kept open. It will be guarded to ensure that only residents can enter or leave.

All other businesses will stay closed, except chemists, hotels, food shops and medical services.

Vehicles used for the delivery of essential goods are exempt from the car ban.

Foreign Minister Wang Yi also said that along with a drop in infections within Hubei there had been a rapid increase in the number of people who had recovered.

Meanwhile, authorities in the capital, Beijing, have ordered everyone returning to the city to go into quarantine for 14 days or risk punishment.

China's central bank will also disinfect and store used banknotes before recirculating them in a bid to stop the virus spreading.

What is the latest on cases?

On Sunday, authorities reported 2,009 new cases - down from 2,641 on Saturday, and 5,090 the day before.

New cases spiked earlier in the week after a change in the way they were counted but have been falling ever since. In total 68,500 people have so far been infected in China.

National Health Commission spokesman Mi Feng said the figures showed China was managing to curb the outbreak.

"The effects of epidemic prevention and control in various parts of the country can already be seen."

The commission's daily bulletin also reported 142 more deaths nationwide, the vast majority in Hubei.

The proportion of infected patients considered to be in a "serious condition" has dropped nationwide from more than 15% to just over 7%, according to China's State Council.

Taiwan has now reported a death from the illness - a man, 61, who had not travelled abroad recently but had diabetes and hepatitis B, Health Minister Chen Shih-chung said.

The minister said many of the driver's passengers had come from China.

Outside China there have been more than 500 cases in nearly 30 countries. Four others have died outside China - in France, Hong Kong, the Philippines and Japan.

President Xi's speech

In another development Chinese state media published a speech from earlier this month in which Chinese President Xi Jinping said he said he had given instructions on 7 January on containing the outbreak.

At the time, local officials in the city of Wuhan were downplaying the severity of the epidemic.

This would suggest senior leaders were aware of the potential dangers of the virus before the information was made public.

With the government facing criticism for its handling of the outbreak, analysts suggest the disclosure is an attempt to show the party leadership acted decisively from the start.

US to fly home citizens in coronavirus quarantine aboard Diamond Princess cruise ship - Fox News

The U.S. State Department is sending chartered planes to Japan Sunday night to evacuate the nearly 400 Americans who remain quarantined aboard the Diamond Princess cruise ship amid an outbreak of the coronavirus aboard.

About 380 Americans are aboard the Diamond Princess cruise ship, which has docked at Yokohama, a port city southwest of Tokyo. Passengers and crew have been subjected to a 14-day quarantine aboard the ship that’s expected to end Wednesday. So far, 285 people from the ship have tested positive for the new virus that began in China, after 67 new cases were found Saturday.

It was unclear how many people in total are aboard the ship and how many American citizens aboard have tested positive for the coronavirus.

On Saturday, the U.S. Embassy in Tokyo sent a letter to American citizens aboard the ship informing them the State Department was sending chartered flights that will depart Yokohama to the United States on Sunday. The embassy required a response by 10:00 a.m. Tokyo time.

“The U.S. government’s top priority is the welfare and safety of U.S. citizens,” a State Department spokesperson said in a statement. “The U.S. Embassy has been in continual contact with American passengers on the Diamond Princess since the quarantine began in Japan, and U.S. health experts have been working closely with Carnival Cruise Lines and the government of Japan to assess the unique circumstances on the Diamond Princess.”

“To fulfill our government’s responsibilities to U.S. citizens under our rules and practices, as well as to reduce the burden on the Japanese health care system, the U.S. government recommends, out of an abundance of caution, that U.S. citizens disembark and return to the United States for further monitoring.”

Passengers who opt to take the chartered aircraft will be subjected to a second 14-day quarantine in the United States at Travis Air Force Base in Fairfield, Calif., or Lackland Air Force Base near San Antonio, Texas.  Health authorities will screen all passengers from the ship prior to allowing them to board the chartered flights. No symptomatic or infected passengers will be allowed to board.

“We are working with our Japanese partners to ensure that any symptomatic passengers receive the required care in Japan if they cannot board the flight,” the State Department spokesperson said. “Should passengers choose not to return on this charter flight, they will be unable to return to the United States for a period of time. The Centers for Disease Control and Prevention will make a final determination on this matter.” 

"These charter flights are the only opportunity for eligible passengers to fly to the United States until March 4, 2020, at the earliest,” the letter said. “This date is 14 days after the remaining passengers are expected to depart the ship on February 19.”

One of the American passengers, Matthew Smith, who has been tweeting aboard the ship, including photos of the food passengers have been given, expressed disappointment at what he called “a monkey wrench” the American government was throwing into the quarantine aboard the ship.

Smith complained about having to begin a new 14-day quarantine even though he was due to get off the ship next week.

"OK, so here's the thing: As long as the official plan by Japanese health officials is to release those of us who are still healthy from quarantine in just under four days, why would I want to interfere with that by taking up an offer from U.S. officials to fly us back to Travis?" he said on Twitter.

A woman from Utah was one of the American citizens aboard the Diamond Princess who tested positive for the coronavirus.

Jerri Jorgensen and her husband Mark were tested last week aboard the ship. Jerri was forced to disembark when she tested positive and was placed in isolation at a Japanese hospital, Fox 13 Salt Lake City reported. Mark meanwhile will be leaving Jerri behind and will be boarding the State Department plane back to U.S., where he’s to be placed under the second 14-day quarantine in either California or Texas.

A second American from Utah, John Haering, also tested positive for coronavirus aboard the Diamond Princess last week and was evacuated to a Japanese hospital for additional monitoring.

Revelations that an octogenarian American passenger on a cruise ship has contracted the coronavirus after passengers disembarked has raised fears that other potential carriers of the virus are at large. In China, meanwhile, the rate of growth for new cases appears to be slowing.

BEIJING — Concerns mounted on Sunday that authorities in Cambodia, including U.S. Embassy officials, had allowed passengers infected by the coronavirus to disembark from the Westerdam cruise ship and depart for other cities and countries around the world after Malaysian officials confirmed that a second exam for an ill passenger returned positive.

Malaysian Deputy Prime Minister Wan Azizah Wan Ismail told reporters Sunday that an 83-year old American passenger on the cruise liner tested positive for the coronavirus twice — once on Friday and once on Saturday — after she landed in Kuala Lumpur despite being screened earlier by Cambodian health officials.

“The results were the same. That is positive for the wife and negative for her husband,” Wan Azizah told reporters at a news conference, adding that Malaysia would now bar entry for all passengers from the cruise ship, according to Reuters.

The unexpected finding upends a basic assumption by several governments, including the United States, that the ship was virus-free and that passengers could be greeted at proximity without protective gear and allowed to travel.

The American woman, whose identity has not been disclosed, was among hundreds of relieved passengers who were let off the Westerdam on Friday and welcomed and embraced by Cambodian Prime Minister Hun Sen, who has downplayed the epidemic’s threat and described the decision to bring them onshore as an act of humanitarian goodwill.

The U.S. ambassador, W. Patrick Murphy, also brought his family onboard the cruise ship and posed for pictures on Saturday with American passengers. Murphy and other passengers did not appear to be wearing a mask in photos shared on the embassy’s Twitter account.

Chinese officials said Sunday they believed that measures taken across the country to control the epidemic were paying off. Several cities in the central region have declared strict “wartime measures” that allow residents to leave their homes only several times a week and upon approval from neighborhood authorities.

Guards in Hubei are now required to check identification 24-hours a day at the entrance to residential compounds and driving is also banned for all nonessential purposes under new regulations released Sunday.

The number of new cases across China, including in Hubei, were falling, said Chinese National Health Commission spokesman Mi Feng, who noted that doctors in the worst-hit province had broadened their diagnosis criteria for patients suspected of suffering from the disease and were able to treat them more quickly.

“The effects of our counter-coronavirus measures in every part of the country are already becoming apparent,” Mi said.

The Westerdam was believed to have no infections onboard among the 2,200 crew and passengers who were stranded at sea for weeks as countries rejected their entry following a stop in Hong Kong where they took on hundreds of new passengers.

Health experts have warned that the coronavirus is difficult to contain precisely because symptoms are often mild and the coronavirus could replicate inside the human body and infect others for more than two weeks before showing symptoms at all.

The U.S. Embassy in Phnom Penh said Cambodian officials individually screened all disembarking passengers for fever with the help of embassy staff this week, and any passenger who reported feeling ill had received lab tests, all of which returned negative. The tests were processed by a lab trusted by the U.S. Centers for Disease Control, the U.S. Embassy said.

The Westerdam and another cruise ship, the Diamond Princess in Japan, are posing logistical and public health challenges for governments as they try to contain the spread of the disease known as covid-19 and repatriate citizens.

The United States prepared to evacuate American citizens from the Diamond Princess on Sunday as the number of coronavirus diagnoses continued to rise sharply among the 3,700 passengers and crew originally onboard.

Japanese Health Minister Katsunobu Kato said early Sunday that the quarantined ship floating near Tokyo now has 355 confirmed cases, or about 30 percent of the 1,219 people who have been tested so far. That represents one of the highest infection rates in the world.

Three Israelis on board have been found positive for the virus, according to the Israeli Health Ministry, but their condition is mild and they are now in a hospital in Japan. The ministry added that an expert physician has been sent to liaise with Japanese health officials.

The U.S. government-chartered flights comes days after public health experts warned that time spent on the Diamond Princess, which has been quarantined since Feb. 5, increases the risk of coronavirus exposure and Japanese authorities began letting some passengers disembark to complete their quarantine on land.

Two charter flights are scheduled to depart from Japan Sunday evening and bring roughly 380 evacuated Americans from the Diamond Princess to military bases in Texas and California, where they will be quarantined and monitored for an additional 14 days.

Canada, South Korea, Italy and Hong Kong announced Sunday they would also arrange charter flights.
