Former Trump campaign chairman Paul Manafort has been released from prison just one year into his seven-and-a-half year sentence to serve out the remainder at home after claiming he was afraid of being exposed to coronavirus behind bars.  

Manafort, 71, was serving a seven year sentence for bank fraud and tax evasion at the federal prison in Loretto, Pennsylvania. He was sentenced last March. 

Last month, his attorneys wrote to the Bureau of Prisons claiming that he was particularly vulnerable to the virus because of his age and pre-existing health conditions which include 'high blood pressure, liver disease and respiratory ailments'.  

ABC reports that Manafort was quietly released from the correctional facility on Wednesday morning despite there not being a single case of the virus there.

It is unclear where he will now spend his time. Manafort has several properties including a condo in Alexandria, Virginia, and a home in Palm Beach, Florida. 

Details of his release were not immediately available on Wednesday morning. 

He is now the latest Trump associate to have his prison stint cut short by the pandemic.

Separately, the Justice Department shockingly asked a judge last week to drop the case against Michael Flynn, former National Security Adviser who pleaded guilty to lying to the FBI. 

The decision sparked outrage among Trump critics and prompted claims Attorney General Bill Barr was being swayed politically. 

There have been no confirmed cases of COVID-19 at the prison where Manafort was being held, but sources told ABC that because of its open layout, the virus would spread rapidly through it if just one person became infected. 

The facility is a former monastery so has an open configuration.

In their letter to the Bureau of Prisons, they said: 'Given the growing number of cases in Pennsylvania and increasing challenges in testing inmates and staff potentially exposed to COVID-19, it is only a matter of time before the infection spreads to staff and inmates at FCI Loretto, at which time it may be too late to prevent high-risk inmates, such as Mr. Manafort, from contracting the potentially deadly virus.'

COVID-19 has spread rapidly through other prison populations and accounts for huge percentages of some state's total case count.

In New York City, inmates from Rikers Island were released early in the pandemic amid fears they would be exposed if they had to remain behind bars. 

Officials at the time said they were faced with a dilemma of protecting public health and protecting society. 

AG Barr ordered federal prisons to maximum their release efforts where they could and states have taken their own steps to reduce prison populations.

Angela Merkel says she is 'pained' by Russian hacking - BBC News

German Chancellor Angela Merkel has confirmed that she was targeted by hackers thought to be Russian military intelligence (GRU).

She was asked in parliament about a German magazine report that the GRU had obtained emails from her constituency office in a hacking attack in 2015.

"It pains me," she said, describing the hacking as "outrageous".

But the German chancellor added that she would continue to "strive for good relations with Russia".

The 2015 hacking reported by Spiegel magazine involved a theft of data from computers in the German parliament.

In 2018, the government's IT network also came under attack, amid reports that Russian hackers were also to blame.

The Russian government has denied hacking the German parliament's data.

What is the GRU alleged to have obtained?

According to Spiegel, which did not cite its sources, German experts managed to partially reconstruct the hacking attack and found that two email inboxes from Mrs Merkel's office had been breached. They reportedly contained emails from 2012 to 2015.

In 2016, Germany's domestic intelligence agency publicly accused a hacker group thought to work for the Russian state of being behind the cyber attack.

The group, known as Fancy Bear or APT28, is also thought to have been behind cyber attacks on the 2016 US election.

"Every day I try to build a better relationship with Russia and on the other hand there is such hard evidence that Russian forces are doing this," Mrs Merkel was quoted as saying by AFP news agency on Wednesday.

"Unfortunately the conclusion I have reached is that this is not new," she said, adding that "cyber-disorientation, the distortion of facts" were all part of "Russia's strategy".

Two years ago, Russian foreign ministry spokeswoman Maria Zakharova denied Russia had hacked the German parliament (Bundestag) with a cutting joke: "We broke into the Bundestag only once, in 1945, while liberating Berlin from the Nazi scourge. At that time, it was called the Reichstag."

Why would Russian hackers target Germany?

Germany's domestic intelligence agency believes that Russian attacks on German state organisations and institutions were carried out to gather intelligence data.

Relations between Russia and the EU's economic powerhouse, and Mrs Merkel and President Vladimir Putin, are complex.

On the one hand, Mrs Merkel was swift to condemn Russia's 2014 annexation of Crimea from Ukraine, and has defended continuing EU sanctions.

But she has also championed - despite opposition at home and further afield - the Nord Stream 2 pipeline, which will double the amount of Russian gas coming into Europe via Germany.

Thousands of German companies still do business with Russia and some lobby against sanctions, which they argue cripple trade.

A second Chinese city has gone into draconian lockdown today after the emergence of a local coronavirus cluster that has fuelled growing fears of a second wave of infections in China.

The north-eastern city of Jilin, with a population of more than four million, shut down its borders and suspended public transport on Wednesday. All residents are not allowed to enter or leave their residential compounds unless it is necessary.

All cinemas, indoor gyms, internet cafes and other enclosed entertainment venues in Jilin must shut immediately, and pharmacies must report all sales of fever and antiviral medicines, the Jilin government said in a statement.

It comes four days after a neighbouring city Shulan, a city of 600,000 people, was put under lockdown over the weekend after registering 12 COVID-19 cases in the space of two days, all linked to the same source.

A total of 14 confirmed COVID-19 cases have been recorded in Shulan, according to official figures

All of the cases were linked to a local laundry worker, a 45-year-old woman who tested positive on May 7 and was reported as the first confirmed infection. But it remains unclear how the patient contracted the virus.

Jilin city, the second-largest in Jilin province, also suspended train services from its main railway station Wednesday morning, state broadcaster CCTV reported.

China has largely brought the virus under control, but it has been on edge about a potential second wave as it has lifted lockdowns and restrictions across the country.

The emergence of new cases in Wuhan in recent days, after weeks without fresh infections, has prompted a campaign to test all 11 million residents in the city where COVID-19 first emerged late last year.

A total of 21 confirmed coronavirus cases have been reported in Jilin province. Fourteen of them were found in Shulan and seven were reported in the city of Jilin.

The province has also recorded a total of 12 imported cases and nine of them have recovered, according to the officials. No deaths from domestic and imported infections have been reported.

A gradual lifting of borders has been proposed by the EU's executive in an attempt to kick-start a tourist industry hit hard by the coronavirus pandemic.

"Our message is we will have a tourist season this summer," said economic affairs commissioner Paolo Gentiloni, "even if it's with security measures and limitations."

Borders closed across the EU, including the border-free Schengen zone.

But states are starting to reopen them.

Austria and Germany have become the latest EU countries to agree to remove travel restrictions.

From Friday there will be random checks at border crossings and then on 15 June free movement should resume. "We want to make people's everyday lives easier and take another step towards more normality," said Chancellor Sebastian Kurz.

UK travellers have already been warned not to expect "lavish" international holidays, with plans for a 14-day quarantine on air arrivals. But travel without quarantine will be possible to France and Ireland.

The scale of the crisis was illustrated by travel giant Tui announcing the loss of up to 8,000 jobs worldwide with plans to cut costs by 30%. The German government has given the company a €1.8bn (£1.6bn; $1.9bn) bridging loan to stay afloat.

What is the EU planning?

The European Commission said its guidance was based on the principles of safety and non-discrimination. Tourism provided almost 10% of Europe's economic output and millions of jobs across the 27 member states relied on it.

Commission Vice-President Margrethe Vestager said no-one should travel if they felt sick or experienced symptoms. She said there were four areas vital to enable the safe return of travel and tourism - travel, borders, health and vouchers.

The non-binding plans involve countries working together to gradually remove travel bans and then border checks, while keeping targeted measures as the Covid-19 outbreak comes under control across the member states.

"Workers and travellers need to know that hotels, restaurants and beaches are safe," said Ms Vestager. She added that the various contact-tracing apps being worked on by European countries to monitor the spread of Covid-19 would have to work across Europe.

Refunds or vouchers for cancelled trips?

One of the big questions for European consumers is what will happen if their trips are cancelled.

Ms Vestager accepted that, while travel companies faced a cash crunch, "European consumers have the right to a cash refund if that's what they want". She said the crunch would be less severe if consumers agreed to take vouchers, so recommendations would be made on how to make that option more attractive.

"Of course this isn't going to be a normal summer but when we all work together... then we don't have to face a completely lost summer," she told reporters.

Among the recommendations:

  • Rail and air tickets should be bought and checked in online with physical distancing at security checks
  • Food and drink may no longer be on sale on board flights to limit contact
  • Fewer passengers should be allowed on board aircraft, buses, trains and ferries and disinfecting gels should be available
  • Passengers not from the same household may be seated apart
  • All transport staff should have protective equipment, with possible protective barriers for drivers.

Mr Gentiloni said Italy's tourist season had already been badly hit as the first half of main period from March to May had already been lost.

How are different states acting?

The EU is keen to get countries in the EU and the Schengen zone working together, as many are moving at a different pace in lifting their lockdowns.

Some countries have already imposed quarantine measures on travellers. From Friday, arrivals in Spain will have to go into quarantine for 14 days.

The UK, which has left the EU but still operates under its rules this year, plans to impose a 14-day quarantine on arrivals by air. However, it has agreed bilateral travel arrangements with France and Ireland that mean there would be no quarantine involved. Beaches in France's north-western Brittany region began reopening to visitors on Wednesday but under tight restrictions.

England's health secretary, Matt Hancock, said on Tuesday that "big, lavish international holidays" this year were unlikely this year, although some hospitality could resume from July.

A "Baltic bubble" is set to come into operation on Friday, enabling travel by rail, sea and air across Estonia, Latvia and Lithuania, but with a quarantine initially in place for travellers from other states.

All travellers will have to be free of Covid-19 symptoms and Latvia has urged people to decide whether travel is absolutely necessary.

China puts a second city under lockdown in the space of four days amid raising fears of a coronavirus comeback

A second Chinese city has gone into draconian lockdown today after the emergence of a local coronavirus cluster that has fuelled growing fears of a second wave of infections in China.

The north-eastern city of Jilin, with a population of more than four million, shut down its borders and suspended public transport on Wednesday. All residents are not allowed to enter or leave their residential compounds unless it is necessary.

All cinemas, indoor gyms, internet cafes and other enclosed entertainment venues in Jilin must shut immediately, and pharmacies must report all sales of fever and antiviral medicines, the Jilin government said in a statement.

Local authorities also said that residents are only allowed to leave the city if they obtain reports to prove that they have tested negative for COVID-19 in the past 48 hours and complete an unspecified period of 'strict self-isolation'. 

It comes four days after a neighbouring city Shulan, a city of 600,000 people, was put under lockdown over the weekend after registering 12 COVID-19 cases in the space of two days, all linked to the same source. 

The cities of Jilin and Shulan are located in the eponymous province of Jilin, which borders Russia and North Korea. 

Jilin city reported six new confirmed cases on Wednesday, all linked to the Shulan cluster, bringing the total number of cases linked to a local laundry worker to 21.

A total of 14 confirmed COVID-19 cases have been recorded in Shulan, according to official figures

All of the cases were linked to a local laundry worker, a 45-year-old woman who tested positive on May 7 and was reported as the first confirmed infection. But it remains unclear how the patient contracted the virus.

Shulan shut down public transportation as well as trains leaving the city on Sunday.

Jilin city, the second-largest in Jilin province, also suspended train services from its main railway station Wednesday morning, state broadcaster CCTV reported.

China has largely brought the virus under control, but it has been on edge about a potential second wave as it has lifted lockdowns and restrictions across the country.

The emergence of new cases in Wuhan in recent days, after weeks without fresh infections, has prompted a campaign to test all 11 million residents in the city where COVID-19 first emerged late last year.

A total of 21 confirmed coronavirus cases have been reported in Jilin province. Fourteen of them were found in Shulan and seven were reported in the city of Jilin.

The province has also recorded a total of 12 imported cases and nine of them have recovered, according to the officials. No deaths from domestic and imported infections have been reported.
