US Capitol under lockdown after security threat - BBC News

One person has died after slamming a vehicle into the security barrier surrounding the Capitol building, US media report.

The suspect is reported to have emerged from the vehicle brandishing a knife before being shot by a police officer.

The Capitol was locked down and a National Guard team was deployed as police instructed staff to remain indoors.

Two officers were struck by the vehicle and have been taken to hospital.

Footage of the scene showed a helicopter flying overhead and what appeared to be two people on stretchers being moved into ambulances.

Onlookers were told to clear the area.

The entry point on Constitution Avenue where the vehicle struck the barricade is directly where Senators and their staff come to the Capitol each day, according to observers.

But Congress is currently in recess, meaning the majority of politicians are not at the Capitol complex today.

President Joe Biden left Washington earlier in the day for Camp David, the presidential retreat in Maryland.

However some reporters, maintenance workers and Capitol Hill employees are likely still on the Capitol grounds.

Shortly after 13:00 local time (18:00 GMT) the Capitol Police alert system sent an email to lawmakers and their staff ordering them to stay away from exterior windows and doors. Anyone outside was instructed to seek cover.

The FBI's Washington Field Office is responding to the situation and is now providing support to the Capitol Police. The US Attorney General is also aware of the incident and is being updated, according to CBS News.

The incident comes nearly three months after the deadly 6 January riot at the Capitol.

US Capitol: One person shot outside US Capitol building after car rams police officers - area in lockdown - Sky News

A driver has been shot after a car rammed into a barricade outside the US Capitol building and injured two police officers, law enforcement officials have said.

The officials told the Associated Press that the suspect was in custody and taken to hospital in a critical condition.

NBC News has since reported that the person who was shot is believed to have died.

Sky correspondent Alex Rossi, who is in Washington DC, said he understands the suspect drove into the officers before jumping out of the vehicle and brandishing a knife.

They were reportedly shot while trying to launch an attack.

Both police officers have also been taken to hospital and at least one officer is said to be in a serious condition.

Alex Rossi said: "Police are carrying out forensic investigations, so they're gathering evidence, trying to understand exactly what has happened and why this has happened as well as how it was able to happen.

"Also, the FBI has now responded to this incident... they will be carrying out their own inquiries, trying to understand how and why this happened."

Staff inside the building in Washington DC were sent a message telling them no entry or exit was allowed and they were warned to stay away from exterior windows and doors.

The message added: "If you are outside, seek cover."

Russia has warned Nato against sending any troops to help Ukraine, amid reports of a large Russian military build-up on its borders.

Kremlin spokesman Dmitry Peskov said Russia would take "additional measures" if Nato were to make such a move.

Sporadic, low-level clashes continue in eastern Ukraine between Ukrainian troops and Russian-backed separatists.

US forces in Europe are now on higher alert, citing "escalations of Russian aggression" in the area.

A Nato official told Reuters news agency that Russia was undermining efforts to reduce tensions in eastern Ukraine and Nato ambassadors had met on Thursday to discuss the situation.

"Allies share their concerns about Russia's recent large-scale military activities in and around Ukraine," the official said.

Ukraine's President Volodymyr Zelensky joined the criticism, saying "military exercises and possible provocations along the border are traditional Russian games".

Meanwhile, Mr Peskov accused Ukrainian forces of staging "provocations" on the frontline in eastern Ukraine, where a fragile ceasefire is violated daily.

In the worst flare-up in recent months, four Ukrainian soldiers died in separatist shelling on 26 March near Shuma, a village in the Donetsk region. There have been only low-level incidents since then.

What is the scale of Russian involvement?

Last month Russia conducted military exercises in Crimea, the Black Sea peninsula it annexed from Ukraine in March 2014.

The rebels in the Donbas region of eastern Ukraine also rely on Russian help. Western governments say Russia has deployed regular troops there, along with heavy weapons. That is denied by the Kremlin, which says Russian "volunteers" are helping the rebels, who seized a swathe of the Donetsk and Luhansk regions in April 2014.

Unverified video on Twitter in recent days purports to show Russian tanks, artillery and armoured vehicles heading to the Ukrainian border.

Ukraine's army commander Gen Ruslan Khomchak says Russia has deployed 28 battalion tactical groups near Ukraine's eastern border and in Crimea, which would amount to 20,000-25,000 troops. Russian officials have not confirmed that, nor given any precise figures.

According to Gen Khomchak, Russia also has nearly 3,000 officers and military instructors in the rebel units in eastern Ukraine.

"The Russian Federation moves its armed forces within its territory at its discretion," Kremlin spokesman Mr Peskov said. He added that "it should not worry anyone and does not pose a threat to anyone".

The Russian military has confirmed that an airborne assault brigade - about 4,000 troops - is being redeployed to Crimea from Volgograd in southern Russia this year.

Since 2014 Russia has considerably beefed up its military presence in Crimea, including its key Sevastopol naval base.

Covid 19: Pakistan among new countries added to England's travel ban list - BBC News

Travel from the Philippines, Pakistan, Kenya and Bangladesh is to be banned from next week, the government says.

They are being added to England's "red list" amid concerns about the spread of new Covid-19 variants.

From 04:00 on 9 April, international visitors who have travelled from or through those countries in the previous 10 days will be refused entry.

An exception is made for British or Irish passport holders, or people with UK residence rights.

But they must first pay to quarantine in a government-approved hotel for 10 days.

During their stay, passengers will have to take two coronavirus tests - but a negative test result does not mean they can shorten their time in quarantine. They will not be able to end it early through the Test to Release scheme either.

The Department for Transport (DfT) said information about exemptions for nurses arriving from the Philippines "who are critical to supporting the NHS during Covid and the recovery" would be set out before Friday.

Travel bans are intended to reduce the risk from new coronavirus variants like the South Africa strain, the Department for Transport (DfT) said. They are based on advice from the Joint Biosecurity Centre.

Data has shown that most cases of the South Africa coronavirus variant found in the UK so far have been linked to international travel, with very few having come from Europe, said the DfT.

No direct flight bans from the four countries will be put in place, but passengers are advised to check their travel plans before departing for England.

Which countries are on the red list?

Nearly 40 countries are currently on the UK government's red list of countries from which travel is banned:

Under the current rules, foreign travel from the UK is banned apart from for exceptional reasons.

The earliest date people from England will be able to travel abroad for a holiday is 17 May, when the government hopes to move to step three of its lockdown exit plan.

Pakistan, Kenya, Bangladesh and the Philippines have been added to England's coronavirus "red list".

The move, which will take effect from 4am on Friday, 9 April, is in response to concerns about new variants of COVID-19, like those first detected in South Africa and Brazil.

It means international visitors who have departed from or transited through those nations in the previous 10 days will be barred from entering.

British and Irish citizens and those with residence rights in the UK will be allowed to enter, but will have to arrive at a designated port and then pay to stay in a government-approved quarantine hotel for 10 days.

Once in quarantine, they will have to take a COVID test on the second and eighth days of their self-isolation.

Flights arriving from the four countries will not be banned, with British and Irish nationals and UK residents advised to use commercial routes if they wish to return.

The Department for Transport said: "The government has made it consistently clear it will take decisive action if necessary to contain the virus and has added these destinations to the red list to protect public health."

The decision is based on advice from the government-funded Joint Biosecurity Centre.

According to the DfT, the data shows that the majority of cases of the South Africa variant detected in England have been linked to international travel and very few are thought to have come from Europe.

Overseas holidays are banned under England's coronavirus lockdown measures until 17 May at the earliest.

A new law came in on Monday threatening a fine of up to £5,000 for anyone who tries to leave England before 30 June without "good reason", although this could be lifted sooner if travel is allowed to resume.

Under plans discussed by ministers to resume foreign travel, holiday destinations could be ranked under a "traffic light system", with fewer restrictions for places with low coronavirus rates and high vaccination take-up.

Countries would be graded either green, amber or red, according to how well they are coping with the pandemic, reports suggest.

The additions mean a total of 39 countries are now on the "red list". They are:
