Death toll rises to five in Miami building collapse; ITV News - ITV News

Search and rescue teams found another body in the rubble of a collapsed 12-storey tower block near Miami on Saturday, raising the death toll to five as they raced against time to recover any survivors while fighting back fire and smoke deep inside the concrete and metal remains.

Miami-Dade Mayor Daniella Levine Cava announced the new toll at an evening media briefing, saying the discovery of the body dropped the number of unaccounted for down to 156.

She said crews struggling throughout the day in the debris also found other unspecified human remains.

The mayor also added that the reason the missing number went down by three was because authorities had identified three bodies. Officials said the remains they find are being sent to the medical examiner, and they are also gathering DNA samples from family members to help identify them.

Throughout the day, she noted, rescue workers continued to go over the massive mountain of debris with rescue dogs and sonar searching for any survivors. “Our top priority continues to be search and rescue and saving any lives that we can”, she said.

Earlier, emergency workers said their efforts to recover any survivors were being hampered as they battled fire and smoke coming from deep inside the concrete and metal pile of rubble.

Rescuers used infrared technology, thousands of gallons of water and foam to battle the "very deep" blaze, the source of which is unclear. Mayor Daniella Levine Cava said rescuers faced “incredible difficulties” because of the flames. A fire hose blasted one of the lower floors on the north side of the tower as white smoke or steam streamed out, and a bitter, sulfur-like smell hung in the air. “The stench is very thick,” Florida Gov. Ron DeSantis said.

Rescue and recovery teams from across the country are arriving in Miami to help in the efforts, with each team working in half-hour rotations in grueling conditions.

"It's a lot more devastating in person than it is in pictures," rescue worker Captain Rick Vila said. "If we save one life that makes it all worthwhile," he added.

A 2018 engineering report on the building revealed that the seafront block of flats had “major structural damage” to a concrete structural slab below its pool deck that needed to be extensively repaired.

The report was among a series of documents released by the city of Surfside as rescuers continued to dig on Saturday through the rubble of the building in an effort to find any of the 156 people who remain unaccounted for after its collapse.

While the engineering report from the firm of Morabito Consultants did not warn of imminent danger from the damage, and it is unclear if any of the damage observed was responsible for the collapse, it did note the need for extensive and costly repairs to fix the systemic issues with the building.

It said the waterproofing under the pool deck had failed and had been improperly laid flat instead of sloped, preventing water from draining off.

“The failed waterproofing is causing major structural damage to the concrete structural slab below these areas.

“Failure to replace the waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially,” the report said.

The firm recommended that the damaged slabs be replaced in what would be a major repair.

The report also uncovered “abundant cracking and spalling” of concrete columns, beams and walls in the parking garage.

It also noted that many of the building’s previous attempts to fix the columns and other damage were marred by poor workmanship and were failing.

Beneath the pool deck “where the slab had been epoxy-injected, new cracks were radiating from the originally repaired cracks”, the report said.

At the site where the building once stood, scores of rescuers used big machines, small buckets, drones, microphones and their own hands to pick through the mountain of debris that had been the 12-storey Champlain Towers South.

On Saturday, a crane could be seen removing pieces of rubble from a more than 30ft pile at the site.

Meanwhile, firefighters were still dealing with smoke that continued smouldering underneath the rubble.

Miami-Dade mayor Daniella Levine Cava told WPLG on Saturday that there was no change in the number of people still unaccounted for.

“We are at status quo,” she said. “I’m hopeful this will be a day that we will have a breakthrough.”

Rachel Spiegel was anxious for any update on her missing mother, 66-year-old Judy Spiegel, who lived on the sixth floor.

“I’m just praying for a miracle,” Ms Spiegel said. “We’re heartbroken that she was even in the building.”

Hopes rested on how quickly crews could complete their grim task in Surfside, just a few miles north of Miami Beach’s South Beach.

“Any time that we hear a sound, we concentrate in that area,” Miami-Dade assistant fire chief Raide Jadallah said.

“It could be just steel twisting, it could be debris raining down, but not specifically sounds of tapping or sounds of a human voice.”

Surfside mayor Charles Burkett said crews were doing everything possible to save as many people as they could.

“We do not have a resource problem, we have a luck problem,” he said.

Miami building collapse: Report warned of structural damage three years ago - and sister block 'could be evacuated' - Sky News

Engineers warned about structural damage to a Miami apartment block three years before its collapse, it has emerged.

The Champlain Towers South building in Surfside collapsed on Thursday, killing five people and prompting a search and rescue operation for the 156 people missing.

And concern about building safety has prompted an audit, which will take place within the next 30 days of nearby buildings approaching their 40-year review.

The collapsed building had been preparing for its recertification this year, having been built in 1981.

But a building further down the street, built by the same developer at around the same time, is likely to be looked at closely and could soon be evacuated.

Florida governor Ron DeSantis said: "I know they're looking at (the sister building)... working with them, and I know they're considering potentially evacuating them, but that's something that ultimately the mayor is going to have to make the call on.

"I don't know that there are indications there are any problems with that building but just given the similarities, given the same age, they think that may be something, so I think they may have an announcement on that today."

The report did not warn of imminent danger and it is not clear if the damage was a factor in the collapse, but it recommended that the damaged slabs be replaced in what was expected to be an "extremely expensive" repair.

"Failure to replace the waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially," the report said.

The report also said there was "abundant cracking" in concrete columns, beams and walls in the parking garage, including areas under the pool with "exposed deteriorating rebar".

It criticised the standard of some previous repair efforts, saying they were marred by poor workmanship and "new cracks were radiating from the originally repaired cracks" under the pool deck.

It said some of the damage was minor but most of it "needs to be repaired in a timely fashion".

The 84-page report was submitted to the town in April and it detailed a 40-year repair and restoration plan for the apartment building,

Satellite data from the 1990s has also showed the building was sinking between one and three millimetres each year, despite surrounding buildings remaining stable.

Florida International University professor Shimon Wdowinski said this could mean a structural compromise within the building, but it could also have indicated that the building was settling into the soil.

No more survivors have been found in the rubble of the collapsed apartment block, it was announced on Saturday.

Ms Cava said the search and rescue operation was continuing but a fire within the wreckage is making the work difficult.

She said: "We're facing very incredible difficulties with this fire. It's a very deep fire.

Caroline Crouch kept coded diary about abusive husband who killed her - Metro.co.uk

A British mum who was strangled to death by her husband kept a coded diary to write about the abuse she suffered beforehand, it has been revealed.

Caroline Crouch’s Greek husband last week admitted to strangling her, in their home just outside of Athens, after she threatened to leave him on May 11.

The confession came after police called Babis Anagnostopoulosa, 33, a ‘top-class actor’ for his performance as a grieving husband who told the world his 20-year-old wife was killed by a gang during a home invasion.

He even killed the family dog to help make the staged robbery look more convincing.

Now it has come out that coded passages of Ms Crouch’s journal has been included in a 26-page police report.

But Greek authorities do not want to publish the excerpts, The Times reported.

Supreme Court prosecutor Vassilis Pliotis said: ‘The publication of the entries not only offends the victim’s memory but they may contribute to creating a favourable climate for the defendant and his line of defence.’

Mr Pliotis has ordered an investigation into how some of the excerpts have already been leaked.

It is believed the extracts detail the horrors of Ms Crouch’s relationship which has come out as controlling, possessive and physically harmful.

Some entries that were leaked previously describe the young mum’s suffering.

In December, 2019, Ms Crouch wrote: ‘I fought with Babi again. This time it was serious. I hit him, I cursed at him and he broke down the door.

‘All I wanted was for him to ask how I am when I woke up. I woke up so weak and tired.

‘I am thinking of leaving. I am thinking of going to my sister, I don’t know if I can keep going with Babi.

‘I love him so much that I can’t leave him even though this relationship hurts me.’

In July, she wrote: ‘Today my little one turned a month old. And today is the day that I said to Babis that I want to leave the house.

‘As soon as he left to take a document that had sent us for a test for the little one, I began looking for houses.

‘I found exactly what I had been looking for in Halandri (a suburb in northern Athens).

‘When he (Babis) returned from the hospital I told him. He asked me if I wanted to split up.’

Another entry read: ‘After quite a few tears and quite a lot of shouting I told him.

‘I told him that before I fell pregnant I had been thinking of leaving him but then after I became pregnant and so I stayed with him so my daughter wouldn’t grow up without both her parents.’

Anagnostopoulosa is currently being held in the women’s wing of a maximum security prison for his own security, while he waits for his trial.

He previously told police: ‘That night we were fighting early. At one point she threw the child in the crib and told me to leave the house.

‘I lost my temper, I suffocated her with the pillow. Τhen I made up the robbery.’

Although Anagnostopoulosa has admitted to killing his wife, he is expected to argue that it was not premeditated and this could see the jail time he faces reduced to a maximum of 15 years.

His lawyer Alexandros Papaioannidis has already said: ‘(Anagnostopoulosa) never meant for any of this to happen.

‘This was not something that he had planned. He panicked. And he did what he did to protect his daughter who would be left alone [had he been imprisoned].’

£500m of drugs including cannabis and heroin burned by Myanmar authorities - Sky News

Almost £500m worth of drugs and precursors have been burned by Myanmar's military authorities.

Heroin, cannabis, methamphetamine and ketamine were among substances disposed of in the haul valued at £489m.

Stockpiles were set ablaze in Yangon, Mandalay and Tauggyi, on the United Nations International Day against Drug Abuse and Illicit Trafficking.

A week ago, the UN's General Assembly passed a motion condemning Myanmar's military regime after it seized power from democratic politicians earlier this year.

The UN demanded the release of arrested civilian leaders and called for an arms embargo.

The junta took control on 1 February after the military's proxy party was thoroughly beaten by Aung San Suu Kyi's National League for Democracy in last year's election.

Generals claimed there was widespread voter fraud, but have not yet shown any evidence to support this claim.

Experts have warned that the instability in the country following the takeover could cause an increase in drug production and provide more opportunities for trafficking.

Myanmar is a big producer of synthetic drugs, with much of it made in remote border regions.
