MADRID/LISBON July 18 (Reuters) - Britain was heading for its highest temperatures on record and firefighters battled blazes across southern Europe as a heatwave sent people hunting for shade and compounded fears about climate change.

In Spain, a wildfire raced across a field and engulfed a excavator near the northern town of Tabara, forcing the driver to run for his life as flames burned the clothes off his back. read more

In Portugal, half the municipality of Murca was on fire and the bodies of an elderly couple trying to flee had been found inside a "completely charred vehicle," the mayor told local broadcaster SIC. read more

In southern Europe there were some signs conditions were starting to ease after days of blistering highs that have caused hundreds of deaths and left the countryside dangerously dry, authorities said.

But the heatwave was moving north.

Belgium and Germany are expecting the heatwave to hit them in coming days, while temperatures nudged 38C (100 Fahrenheit) in southern England on Monday and are forecast to hit a record-breaking 40C (104 F) on Tuesday, according to Britain's Meteorological Office. read more

British train companies cancelled services and some schools closed while officials urged the public to stay home and the government triggered a "national emergency" alert.

Flights were suspended at Luton airport after staff identified a "runway defect". The hot weather had melted the runway at the Royal Air Force's Brize Norton air base, Sky News reported. read more

"We hoped we wouldn't get to this situation but for the first time ever we are forecasting greater than 40C in the UK," said climate attribution scientist at the Met Office, Dr Nikos Christidis.

"Climate change has already influenced the likelihood of temperature extremes in the UK. The chances of seeing 40C days in the UK could be as much as 10 times more likely in the current climate than under a natural climate unaffected by human influence," he said.

'WE HAVE NOTHING'

Wildfires raged across Portugal, Spain and France and authorities warned there was a risk of more as tinder-dry conditions persisted.

Spain was facing the last day of a more than week-long heatwave, which has caused more than 510 heat-related deaths, according to estimates from the Carlos III Health Institute.

In Tabara, locals said the driver of the excavator - a man they identified as Angel Martin Arjona - had been trying to dig a trench between the fire and buildings.

But orange flames surrounded the vehicle. TV footage showed him emerging from the blaze, tripping, then scrambling to his feet as people shouted out to him and a firefighter ran up to help.

The driver was airlifted to hospital with burns, witnesses said, though there were no detailed reports on his condition.

In El Pont de Vilomara in Catalonia, evacuees gathered outside a civic centre, among them retiree Onofre Munoz, 69, who said that his home and van had been completely destroyed.

"We bought the van when I retired and now it's totally scorched. We have nothing," he said.

EU SENDS SUPPORT

In Portugal, temperatures dropped over the weekend, but the risk of wildfires remained very high, the Portuguese Institute of Meteorology said.

Around 1,000 firefighters, backed by 284 vehicles and 18 aircraft, were battling 10 wildfires, mainly in northern regions, authorities said.

The EU sent a firefighting plane to Slovenia over the weekend, adding to recent deployments to France and Portugal.

"We continue of course to monitor the situation during this unprecedented heatwave and will continue to mobilise support as needed," spokesperson Balazs Ujvari told a briefing.

The bloc is in talks with manufacturers to buy more firefighting planes, the EU head of crisis management told Reuters. read more

In the Gironde region in southwestern France, fires had destroyed 14,800 hectares (37,000 acres), local authorities said on Monday. More than 14,000 people have been evacuated from the area. France has issued red alerts, the highest possible, for several regions, with residents urged "to be extremely vigilant".

In Italy, where smaller fires have blazed, forecasters expect temperatures above 40C in several regions in coming days.

Switzerland also suffered the effects of the heatwave. Axpo, the operator of the Beznau nuclear plant, said on Monday it was forced to reduce output so that it does not overheat the Aare river from which it draws its cooling water.

Greenwood Park Mall shooting: At least three dead and two injured after ‘sickening’ attack - Express

The gunman entered Greenwood Park Mall and began firing with a rifle, killing three people and injuring two before he was fatally shot by an armed civilian, it has been announced.

Indianapolis Assistant Chief of Police Chris Bailey said: "We are sickened by yet another type of incident like this in our country."

WTHR news anchor Jennie Runevitch posted on Twitter: "Greenwood Police confirm a shooting at Greenwood Park Mall.

"They confirm several people are injured, including the shooter.

"Lieutenant on scene says potentially two fatalities.

"Mall is being cleared. Stay away from the area as officers are on scene."

Officers attended the mall at 6pm (local time) and have been searching the mall for other victims.

However, it is believed the incident was limited to the food court.

Greenwood Police Department Chief Chris Ison said police had confiscated a suspicious package found in a bathroom close to the food court.

Assistant Chief Mr Bailey added that there is no active threat to the area.

The Indianapolis Metropolitan Police Department (IMPD) posted on Twitter: "IMPD is assisting with an incident at the Greenwood Park Mall.

"Please avoid the area. Greenwood Police Department is the lead agency.

"Please avoid sharing misinformation on social media until they confirm details."

Reactions on social media expressed sadness and anger over the incident, as the US continues to grapple with another fatal mass shooting.

User @Owen17396534 wrote: "It’s so sad that anytime you see a mall trending, you automatically know what happened.

"You know it was a mass shooting, you know innocent lives were taken, and you know the law makers of America won’t do anything to stop it.

"RIP Greenwood park mall victims."

Department Chief Mr Ison described the civilian who shot the gunman as a "good Samaritan", reported ABC News.

He has so far been identified as a 22-year-old from Bartholomew County.

Mr Ison said: "The real hero of the day is the citizen that was lawfully carrying a firearm in that food court and was able to stop that shooter almost as soon as he began."

He added that a 12-year-old girl who went home after the shooting was later admitted to hospital with minor injuries.

Allegedly four of those shot were female and one was male.

A report into the Uvalde school shooting in Texas that killed 21 people has found "systemic failures and egregiously poor decision making" by those involved in the response.

The committee of state legislators highlighted a lack of leadership and urgency, describing a "lackadaisical approach" by authorities at the scene.

Nearly 400 officers rushed to the site, but police waited over an hour to confront the attacker.

The report was published on Sunday.

It was hand-delivered to victims' families before being made public.

The 18-year-old shooter targeted Robb Elementary School in Uvalde on 24 May, killing 19 children and two teachers.

The Texas House of Representatives committee believes the nearly-80 page report to be the most complete telling so far of what happened during and after the attack.

It found no single "villain", other than the attacker, in the course of its investigation.

Instead, it concluded that there were multiple failures of responsibility from a number of authorities, including numerous law enforcement agencies and the school itself.

'Void of leadership'

The report heavily criticised the actions of the various agencies on the scene, accusing them of failing to prioritise "saving the lives of innocent victims over their own safety".

Despite nearly 400 officers rushing to the school, police waited well over an hour before confronting and killing the attacker - an "unacceptably long period of time" according to the report.

"We do not know at this time whether responders could have saved more lives by shortening that delay," the report adds.

The report also highlights a "void of leadership" - an apparent lack of anyone in charge which it says "could have contributed to the loss of life".

The Uvalde schools police chief Pete Arredondo wrote the district's active shooter response plan which assigns himself as incident commander, but testified that he did not consider himself to be in charge on the day.

The general view of witnesses interviewed for the report was either that Mr Arredondo was in charge, or that they could not tell who was in charge of a scene described by many as "chaos".

Mr Arredondo was placed on administrative leave last month and has since resigned.

However, the report points out that there were responders from numerous agencies on the scene - many better trained and better equipped than the school district police - who could have helped to take control of the situation.

Attacker entered 'unimpeded'

The criticism of the school centres around its lack of discipline in following security procedures designed to prevent such attacks.

The report said the school had a culture of leaving doors unlocked or propped open, sometimes to allow easier access for substitute teachers who didn't have keys.

The lock on room 111 - where much of the violence occurred - did not always work, the report found, but although the fault was widely known about it was not properly reported.

Because of these failures, the attacker was able to enter the school building and the classrooms unimpeded, and probably killed most of his victims before any responders set foot in the building.

"Of the approximately 142 rounds the attacker fired inside the building, it is almost certain that he rapidly fired over 100 of those rounds before any officer entered," the report says.

Earlier this week leaked CCTV footage from Uvalde was published by a local newspaper, showing the gunman's arrival and police waiting 77 minutes to confront him.

A damning new report into the Uvalde school massacre has condemned the almost 400 law enforcement officers who arrived for "failing to prioritise innocent victims' safety over their own".

High school dropout Salvador Ramos killed 21 people, including 19 children, at Robb Elementary School in Texas on 24 May.

A 77-page report was released on Sunday detailing what happened, after complaints that it had taken more than an hour to bring down 18-year-old Ramos.

It showed blame rested on almost every agency who attended, highlighting "systemic failures" and "ultimately poor decision-making" from officers both inside and outside the school.

There was no overall command, "chaos," and a lack of unity in decision-making.

And it also singled out the school for errors - saying security doors weren't properly locked and some "active shooter" protocols weren't followed.

There was a general "lackadaisical approach", it said, adding: "At Robb Elementary, law enforcement responders failed to adhere to their active shooter training, and they failed to prioritise saving the lives of innocent victims over their own safety."

But it also went on to say there were no individual "villains".

"Other than the attacker, the committee did not find any 'villains" in the course of its investigation," it said.

"There is no-one to whom we can attribute malice or ill motives. Instead, we found systemic failures and egregiously poor decision making."

The report was written after a Texas House investigative committee had been asked to look into the incident.

It is the first to criticise both state and federal law enforcement, and not just local authorities in Uvalde, for the inaction at the school.

Around 40 people testified behind closed doors, including members of the Texas Department of Public Safety, the Uvalde Consolidated Independent School District police chief and officers, the district superintendent, the school's principal, a teacher and custodial staff.

For the first time, it detailed how many officers were on site by the end of the shooting - 376.

This included 149 border patrol agents, 91 state troopers, 25 Uvalde police offices, and a number of US Marshals and Drug Enforcement Agency staff.

Calls for accountability

The report is the result of one of several investigations into the shooting, including another led by the Justice Department.

Another earlier this month, by tactical experts at Texas State University, alleged an Uvalde police officer had a chance to stop the gunman before he went inside the school armed with an AR-15.

But in an example of the conflicting statements and disputed accounts since the shooting, Uvalde mayor Don McLaughlin has said that never happened.

A nearly 80-minute hallway surveillance video published by the Austin American-Statesman this week publicly showed for the first time a hesitant and haphazard tactical response, which the head of Texas' state police has condemned as a failure and some Uvalde residents have labelled cowardly.

Calls for police accountability have grown in the small town since the shooting. So far, only one officer from the scene of the deadliest school shooting in Texas history is known to be on leave.

A teacher who survived the school shooting has said he will never forgive the police for taking over an hour to enter his classroom after the gunman first opened fire.

A cargo plane which crashed in northern Greece was carrying 11 tonnes of weapons - including land mines - to Bangladesh, officials say.

People living within two kilometres of the site where the Antonov-12 came down have been warned to stay indoors.

The aircraft was flying from Serbia to Jordan when it crashed late on Saturday close to the city of Kavala, killing all eight people on board.

Eyewitness video showed the plane on fire and a huge fireball as it crashed.

On Sunday morning, drones were being used to survey the site of the wreckage out of caution.

State-run TV reported the army, explosives experts and Greek Atomic Energy Commission staff would not approach the site until it was deemed safe.

"The (air) measurements at the moment have not shown anything but nonetheless instability in the field was observed," Lieutenant General Marios Apostolidis, of the Northern Greece Fire Brigade, told reporters.

"In other words, intense smoke and heat, as well as a white substance that we do not recognise, so a special armed forces team has to inform us what it is and whether we can enter the field."

The pilot had reportedly requested an emergency landing at Kavala airport due to an engine problem shortly after take off, but was unable to reach the runway.

The plane was noticed at about 22:45 local time (19:45 GMT) by local residents.

Aimilia Tsaptanova - who saw the plane come down - said she was amazed it hadn't crashed into their homes.

"It was full of smoke, it had a noise I can't describe and it went over the mountain," she said. "It passed the mountain and turned and crashed into the fields.

"There were flames, we were scared. A lot of cars came, but they couldn't approach because there were continuous explosions."

Serbia's Defence Minister Nebojša Stefanovic said that the Antonov AN-12 was transporting almost 11 tonnes of Serbian-made weapons to Bangladesh.

It was due to make stops in Jordan, Saudi Arabia and India before reaching its final destination of Dhaka.

The plane was being operated by Meridian, a Ukrainian cargo airline, although so far, there is no indication of any connection with the war in Ukraine.

Joe Biden tells Middle East summit: 'America is not going anywhere' - Financial Times

Joe Biden told Middle East leaders on Saturday that the US was invested in the region and not about to cede influence to Russia, China and Iran, which have all built a presence in the region over recent years.

“We will not walk away and leave a vacuum to be filled by China, Russia, or Iran. And we’ll seek to build on this moment with active, principled American leadership,” the US president said. “The United States is not going anywhere.”

Biden, who was on his first tour of the region, partly aimed at persuading Gulf states to pump more oil, was speaking at a summit in the Saudi city of Jeddah where heads of the Gulf states, Egypt and Jordan had gathered.

His administration has already been at odds with key Middle East allies such as Saudi Arabia, the United Arab Emirates, and Egypt over a range of issues, including human rights. Some Arab states, including in the Gulf where countries rely heavily on US security aid, have worried about what they see as American disengagement in the region, which in turn had caused them to draw closer to Russia and China. 

Relations between Washington and Riyadh in particular deteriorated after Biden promised to turn the country into a pariah during his presidential campaign, citing the murder of Saudi journalist Jamal Khashoggi by Saudi agents. The CIA concluded that Saudi Crown Prince and day-to-day ruler Mohammed bin Salman ordered the operation, something the prince denies.

Biden met the crown prince for the first time on Friday. He said after the meeting that he had raised Khashoggi’s case with the prince, and that he expected Saudi Arabia to increase oil production in coming weeks.

A Saudi official told reporters the country would increase production if there were demand on the market.

Saudi Arabia, along with the UAE, has been lobbying the US for more military assistance to counter Iran’s power in the region and to defend against Houthi rebels in Yemen who have attacked installations in both Gulf countries. It was not immediately clear whether Biden’s visit would lead to an increase in military support and aid to Saudi Arabia.

“As we continue to work closely with many of you to counter the threats posed [in] . . . the region by Iran, we’re also pursuing diplomacy to return constraints on Iran’s nuclear program. But no matter what, the United States is committed to ensuring that Iran never gets a nuclear weapon,” Biden said.

On the sidelines, the president met the leaders of Egypt, Iraq and the UAE president, Shaikh Mohammed bin Zayed, who he invited to Washington.

Biden, who visited Israel and the Palestinian territories before arriving in Saudi Arabia, achieved a foreign policy win during the trip, with Saudi Arabia announcing that it would open up its skies to all overflights to and from Israel after US-brokered ties. Israel agreed to the transfer of multinational peacekeeping forces from two Red Sea islands Egypt had relinquished to Saudi Arabia in 2017.

US officials said they expected establishing full diplomatic ties between Saudi Arabia and Israel would take years and made clear before the trip they were not expecting significant breakthroughs.

The arrangements brokered between Saudi Arabia and Israel over the course of the trip fell short of the peace accords brokered by the US between Israel and four Arab countries in 2020. Saudi Arabia has said it would normalise ties with Israel only when it settles its conflict with the Palestinians.

Fears rare white whale found washed up on Mallacoota beach could be world-famous humpback Migaloo - Sky News

A rare albino whale - feared to be the world's most famous white humpback Migaloo - has been found washed ashore at Mallacoota, in eastern Victoria, Australia.

The whale's carcass was discovered on the beach, which is only accessible via water, on Saturday morning. It's not clear how long it had been there.

Many fear the dead animal could be Migaloo - the snow-white whale who had regularly been spotted off the coast of Australia since 1991 and become somewhat of a sea life celebrity.

Local resident Peter Coles, who was out fishing when he kayaked across to see the dead mammal, told Sky News: "It was beautiful even though it was dead. It was pretty spectacular. It was pure white and marble looking. I thought it looked like a sculpture, it almost didn't look real.

"I paced it out and it was 10m long. I didn't touch it and it was a bit smelly. There weren't any signs of decomposition but it did look very, very dead."

Mr Coles, who took photos of the humpback, went on: "I felt sad for the poor creature, not knowing it might be Migaloo."

He said it was only later he found out about the rare albino whale, adding: "When talk came about, I realised it could be something quite rare if it is the white whale. It would mean I witnessed something incredible without knowing it at the time."

Photographs and genetic sampling to determine whale's identity

Migaloo - a male humpback estimated to have been born in 1986 - has been missing for the last two years after losing his tracking chip.

Marine experts have said the location of the whale lines up with Migaloo's migration pattern.

Scientists are currently attempting to determine if the whale is Migaloo through the use of photographs and genetic sampling.

Wildlife scientist Dr Vanessa Pirotta who is part of the team investigating the incident tweeted: "Currently working with other scientists to identify this individual. This may or may not be #Migaloo. Nothing confirmed yet. #watchthisspace".

Mr Coles has said he's not sure if the creature could be Migaloo, pointing to its size, and telling Sky News: "I think people are quite hesitant to call it Migaloo as many thought the whale would have been bigger."

Migaloo is understood to be around 15m long, and about 40-tonnes.

People have been warned not to touch or interfere with the dead whale, and Victoria's environment department (DELWP Victoria) has said significant penalties will apply to anyone attempting to take unauthorised samples - such as teeth - as a souvenir.

Migaloo means "white fellow" in Aboriginal, and he is the only known all-white humpback whale in the world.

In 2010 Migaloo was filmed 1.2 miles from Green Island near the Great Barrier Reef in North Queensland, the first time such a creature had ever been captured on film.

Humpback whales have an expected lifespan of around 45 - 50 years. If estimates are correct, Migaloo would be around 36 years old now.
