German government faces growing rift over Scholz’s reluctance to send Ukraine tanks - POLITICO Europe

BERLIN — An internal row within the German coalition government spilled out into the open Monday as Chancellor Olaf Scholz’s allies publicly questioned his reluctance to send Leopard tanks to Ukraine.

Leading politicians from the Greens and the Free Democratic Party (FDP), the two junior partners to Scholz’s Social Democrats, have been urging the chancellor to step up military support for Kyiv. They argue that at the very least, Scholz should grant the necessary permission for countries like Poland and Finland to send their own German-made Leopards to Ukraine. Kyiv says it urgently needs these more powerful tanks to fend off an expected new Russian offensive in a war that has dragged on for 11 months.

German Foreign Minister Annalena Baerbock declared on Sunday that Berlin “would not stand in the way” if countries like Poland wanted to send their Leopards to Ukraine. Polish Prime Minister Mateusz Morawiecki then said Monday his country would officially ask Berlin for permission to deliver Leopards to Ukraine.

But Scholz’s spokesperson Steffen Hebestreit suggested Monday that Baerbock’s statement did not represent a decision agreed upon within the government, highlighting the growing disunity within the coalition over the issue. Hebestreit said any request for sending Leopards would first have to be discussed and decided upon according to the “established procedures” within Germany’s federal security council — a reduced Cabinet formation involving Scholz, Baerbock and a few other ministers.

The chancellor’s continued hesitance to send tanks and his public split on the matter with his own foreign minister is increasingly rankling his other allies in the coalition.

The Greens’ co-leader, Omid Nouripour, said Monday it is “necessary” to finally have clarity on the topic, “as quickly as possible.”

“It is unclear to me why infantry fighting vehicles are not escalating, but battle tanks are,” Nouripour said in reference to Scholz’s readiness to supply Ukraine with Marder infantry fighting vehicles, but not the more powerful Leopards.

The liberal Free Democrats’ Marie-Agnes Strack-Zimmermann, chair of the Bundestag’s defense committee, has called Scholz’s reluctance on the tank issue a “catastrophe” and said the German government had “failed.”

Strack-Zimmermann also got into a public argument with the Social Democrats’ parliamentary group leader, Rolf Mützenich, who accused her of “talking us into a military conflict.” The FDP politician responded on Twitter, calling Mützenich “the symbol of all the central failures of German foreign policy.”

This in turn prompted a sharp response from the Social Democrats’ co-leader, Lars Klingbeil, who on Monday urged the leadership of Greens and FDP to rally their politicians behind the government coalition and stop the continued attacks against the chancellor and his party.

The German parliament’s main opposition group, the center-right CDU/CSU bloc, latched onto the spat to launch a renewed push to split Scholz’s ruling coalition.

“The FDP and the Greens must ask themselves whether they are willing to share responsibility for this failure against their own convictions,” the CDU’s Norbert Röttgen, a member of the Bundestag’s foreign affairs committee, told the newspaper Bild.

Thorsten Frei, chief whip of the CDU/CSU parliamentary group, also urged the FDP and the Greens to “finally act consistently,” and added: “The scenes that are playing out right now in the … coalition are reminiscent of divorce proceedings.”

The CDU/CSU was Germany’s main ruling bloc for 16 years under former Chancellor Angela Merkel, until it was ousted from power when she stepped down during the 2021 election. The conservative bloc has since sought to drive a wedge between the current three ruling parties, in particular by highlighting their differences on Ukraine. They have submitted multiple parliamentary resolutions calling for Germany to send more heavy weapons like tanks to the war-torn country, hoping to attract votes from Green and liberal lawmakers who disagree with Scholz.

However, the ruling parties have so far refrained from siding with the opposition — and there’s no sign that they’re willing to do so now, despite the growing discontent.

Still, CDU member Frei reiterated an offer to the FDP and Greens to form a new coalition under the leadership of the CDU/CSU: “In any case, we stand ready to take responsibility.”

Eleven people confirmed dead after Chinese New Year shooting in California - Sky News

The number of people confirmed dead following a mass shooting at a Chinese New Year celebration in California has risen to 11.

One of 10 people wounded in the atrocity in Monterey Park, about seven miles (11 km) east of Downtown Los Angeles, has now died of their injuries, health officials said.

Two women, My Nhan, 65, and Lilian Li, 63, have been named as being among the dead.

Sky News understands that Ming Wei Ma, owner of the Star Ballroom Dance Studio, also died.

In a news conference late on Monday night, LA County Sheriff Robert Luna said Alvero Valentino, 68, had been killed too.

All but one of the victims was 60 or older, according to the Los Angeles coroner's office.

A total of 42 rounds were fired in Monterey Park, Mr Luna said, adding that a large capacity magazine was found at the scene.

About 20 minutes after the shooting there, the 72-year-old suspect, Huu Can Tran, entered the Lai Lai Ballroom and Studio dance club in the neighbouring city of Alhambra.

Brandon Tsay, who operates the family-run venue, described how he managed to wrestle the weapon from him before he was able to start shooting.

"That moment, it was primal instinct," Mr Tsay told The New York Times, adding that the gunman fled the scene after a 90-second struggle.

"Something happened there. I don't know what came over me."

Mr Tsay told ABC: "When I got the courage, I lunged at him with both my hands, grabbed the weapon and we had a struggle.

"We struggled into the lobby, trying to get this gun away from each other. He was hitting me across the face, bashing the back of my head."

After finally getting control of the gun, Mr Tsay said he pointed it at Tran and shouted: "Get the hell out of here! I'll shoot! Get away! Go!"

Police surround van of shooting suspect

About 12 hours later, police officers in Torrance, 20 miles southwest of Monterey Park, cornered a white van Tran was driving.

As officers approached, they heard a single gun shot from inside as Tran killed himself.

A handgun recovered from the van's interior was registered to the suspect, Mr Luna told reporters.

He also revealed that the weapon wrestled from Tran in Alhambra was a 9mm semi-automatic mach-10 assault weapon.

Mr Luna described Mr Tsay as a "hero".

Tran's mobile home in a community for pensioners has been searched, where numerous electronic devices, such as mobile phones and computers were recovered, Mr Luna said in his update.

A 308 calibre rifle was also discovered, and there were hundreds of rounds of ammunition.

Tran had a "limited criminal history", Mr Luna said, and was arrested in 1990 for the unlawful possession of a firearm.

Law enforcement forces said evidence gathered so far indicated a personal motive rather than terrorism or a hate crime, NBC reported.

It has emerged that Tran visited police in his town of Hemet twice this month to allege he was the victim of fraud, theft and poisoning by family members between 10 and 20 years ago in the LA area, spokesman Alan Reyes said.

Tran said he would return to the station with documentation but never did.

A former tenant described him as "angry and distrustful".

"There's a lot of speculation and we don't know," said Mayor Henry Lo of Monterey Park, as he was asked about a potential motive.

It was the USA's fifth mass killing this month.

California police have identified the gunman suspected of killing 11 people in a ballroom dance studio near Los Angeles as Huu Can Tran, 72, who was later found dead in a white van.

He had a self-inflicted gunshot wound and was declared dead at the scene, LA County Sheriff Robert Luna said.

Celebrations for Lunar New Year had been under way in Monterey Park, known for its large Asian population.

Police do not yet know the motive.

Ten victims were pronounced at the scene. On Monday, officials from LAC+USC Medical Center in Los Angeles confirmed that an eleventh had succumbed to their wounds and died at the hospital.

Another 10 people were wounded in the shooting, and seven were still in hospital - some in a critical condition - the sheriff said at a news conference on Sunday afternoon in Monterey Park.

He added that the people who died were still being identified, but they seemed to be in their 50s and 60s and some perhaps older.

Earlier, officials said five women and five men had been killed, all "probably" of Asian descent.

The mass shooting, one of the deadliest in California's history, began at around 22:22 local time on Saturday (06:22 GMT on Sunday) at the popular Star Ballroom Dance Studio in Monterey Park, about seven miles (11km) east of central Los Angeles.

Police Chief Scott Wiese said that what his officers found was a "scene of carnage", and that the first officers to get there were some of the youngest on his squad, having only just finished their training a few months ago.

"They came across a scene none of them have prepared for," he said. "There were injured people inside and dead people inside. My young officers did their job."

About 30 minutes later, the gunman arrived at another dance studio in the nearby town of Alhambra.

He entered the studio, but according to police, two people managed to wrestle the weapon off him before he escaped.

Brandon Tsay, a 26-year-old coder and the operator of the family-run dance hall, told the New York Times it was he alone who disarmed the gunman. He said Tran was "looking at me and looking around, not hiding that he was trying to do harm".

Sheriff Luna said he believed the weapon used - a semi-automatic assault pistol with an extended magazine - was illegal in California, although he added he needed to investigate that further.

He praised the "two community members, who I consider to be heroes. They saved lives, this could've been much worse," the sheriff said, adding that he believes Tran intended to kill more people.

For hours on Sunday, authorities scoured the Los Angeles area in search of the gunman.

Just before 13:00 local time (21:00 GMT) - about 12 hours after the shooting - a SWAT team swarmed a white van in a car park in Torrance, about 30 miles (48km) from the Monterey Park shooting scene.

Sheriff Luna said they heard a single shot from inside the van as they approached, and then found the suspect slumped over the steering wheel. Evidence including a handgun was recovered, and the man was identified as the gunman.

The sheriff said the gunman is believed to have acted alone, and there were no other suspects.

He said police "assume" the number plates on the van were stolen.

Monterey Park's population is about 65% Asian American - it has been called America's first "Chinese suburb". It became the first mainland US city to have a majority of residents with Asian ancestry.

The dance studio where the deadly shooting happened was known locally as a popular venue, especially on Saturday nights.

One man who taught ballroom dancing there, Alex Satrain, told the Washington Post that the studio's regulars were "like a family".

Some residents reportedly mistook the gunshots for fireworks. Tiffany Chiu, whose parents live near the venue, told Reuters: "A lot of older people live here, it's usually really quiet."

With a community in mourning, the Monterey Park celebrations of Lunar New Year were cancelled. Businesses have taken down the red lanterns and festive banners that had adorned the streets.

The attack was the nation's deadliest since 21 people were gunned down at a school in Uvalde, Texas, last May.

The definition of a mass shooting varies. According to not-for-profit US Gun Violence Archive, a mass shooting is made up of four people injured or killed.

By that count, Saturday's shooting would be the 33rd in just 23 days.

Germany's foreign minister Anna Baerbock has said she "would not stand in the way" of Poland if they were to send Leopard 2 tanks to Ukraine.

Ukraine has called on the West to provide the German-made tanks which they say will help them defeat Russia.

But Germany is yet to provide the armoured vehicles, and its export laws prevent other countries from sending theirs.

On Sunday, Ms Baerbock said Poland had not yet asked for export permission.

"For the moment the question has not been asked, but if we were asked we would not stand in the way," she told France's LCI TV on Sunday.

Last week, Poland's prime minister Mateusz Morawiecki said the country was ready to provide 14 Leopard 2 tanks to Kyiv if Berlin permitted them to do so.

On Monday, the Polish president's foreign policy advisor, Marcin Przydacz, said he welcomed the announcement, but would prefer to hear Germany's position confirmed by Chancellor Olaf Scholz.

"It turns out that through talks and diplomatic actions, Poland is able to change the German position," Mr Przydacz told Polish Radio.

However, Warsaw ultimately wants Berlin and Nato allies to also send their own Leopards because government officials admit that 14 tanks will have a limited impact on Ukraine's fighting capacity.

The Leopard 2 tanks were specifically designed to compete with the Russian T-90 tanks, which are being used in the invasion.

There are believed to be more than 2,000 of them worldwide and Ukraine President Volodymyr Zelensky said about 300 of them would help ensure a Russian defeat.

Many allied countries have become frustrated with Germany over its reluctance to send its own Leopard 2 tanks.

Under current regulations, Germany must also sanction any re-export of its tanks by other countries, such as Poland.

Following a meeting of more than 50 allied countries on Friday, Germany had not yet committed to supplying the tanks nor releasing their export licence. But it denied unilaterally blocking the tanks' export.

In a joint statement on Saturday the foreign ministers of Estonia, Latvia and Lithuania told Germany "to provide Leopard tanks to Ukraine now".

The Leopard 2 tank is a world-class weapon used by more than a dozen countries.

Ukraine sees tanks as another vital part of its defence against Russian forces and Leopards have seen combat action in Afghanistan and Syria.

What makes them particularly attractive to Kyiv is that nearly two-thirds of all Leopards produced are still in Europe. So physically getting Leopards to the fight is relatively straightforward. That also makes maintenance and repair - vital aspects of any weapons system - easier too.

It is worth remembering in all this that Germany is giving Ukraine vital air defence systems, such as IRIS-T and Patriot surface-to-air missiles, as well as armoured personnel carriers.

German Chancellor Olaf Scholz has traditionally been sceptical of German involvement in military conflicts, and concerned about triggering an escalation from Russia.

The chancellor met with French president Emmanuel Macron at the weekend to reiterate the two countries' post-war alliance.

France has already committed to sending light tanks to Ukraine, and Mr Macron suggested it was possible that French-made Leclerc heavy tanks may also be delivered to Ukraine.

Other countries have committed to sending tanks, including the UK, which will send 14 Challenger 2s.

California gunman found dead in van after killing 10 in Chinese New Year mass shooting - Sky News

A man suspected of killing 10 people in a Chinese New Year mass shooting in California fatally shot himself in his van as officers closed in.

Los Angeles County Sheriff Robert Luna said the man was found dead in the vehicle he used to flee the scene of an attempted second shooting.

The suspected gunman was identified as 72-year-old Huu Can Tran.

Sheriff Luna said no other suspects are still at large.

Earlier on Sunday police surrounded the van with tactical vehicles and bomb squad trucks.

Sherriff Luna said the earlier shooting at the Star Ballroom Dance Studio in Monterey Park left five women and five men dead and wounded another 10 people.

Then 20 to 30 minutes later, a man with a gun entered the Lai Lai Ballroom in nearby Alhambra.

Authorities believe the two events are connected but have offered no details about a motive.

The suspect entered the Alhambra club with a gun, and people wrested the weapon away from him before he fled, Mr Luna said.

The shooting sent a wave of fear through Asian American communities in the Los Angeles area and cast a shadow over Lunar New Year festivities around the country. Other cities sent extra officers to watch over the celebrations.

The massacre was the nation's fifth mass killing this month.

Monterey Park is a city of about 60,000 people on the eastern edge of Los Angeles and is composed mostly of Asian immigrants from China or first-generation Asian Americans.

The shooting happened in the heart of the city centre where red lanterns decorated the streets for the Lunar New Year festivities. A police car was parked near a large banner that read "Happy Year of the Rabbit!"

The celebration in Monterey Park is one of California's largest and had attracted tens of thousands of people throughout the day.

Two days of festivities, which have been attended by as many as 100,000 people in past years, were planned. But officials cancelled Sunday's events following the shooting.

The White House said US president Joe Biden had been briefed on the situation by homeland security adviser Elizabeth Sherwood-Randall.

Germany would not block Poland sending tanks to Ukraine: Minister - Al Jazeera English

Foreign Minister Annalena Baerbock says Germany ‘would not stand in the way’ if Poland sends Leopard tanks to Ukraine.

Germany is ready to authorise Poland to send German-made Leopard tanks to Ukraine to help Kyiv fight the Russian invasion if Warsaw makes such a request, Foreign Minister Annalena Baerbock said Sunday.

“If we are asked the question, then we will not stand in the way,” Baerbock told LCI television on Sunday after a Franco-German summit meeting in Paris.

“We know how important these tanks are and this is why we are discussing this now with our partners. We need to make sure people’s lives are saved and Ukraine’s territory liberated.”

The comments appeared to signal that Berlin was ready to authorise European countries to deliver German-made tanks to Ukraine amid growing pressure from Kyiv and other allies for such a move. Under a German license agreement, countries cannot send tanks without Berlin’s approval.

So far, no Western-designed main battle tanks have been delivered to Ukraine for defensive combat against invading Russian forces.

Ukraine has repeatedly urged its Western allies to deliver more, and faster, military aid to the war-torn country. “Every day of delay is the death of Ukrainians. Think faster,” Ukrainian presidential adviser Mykhailo Podolyak said on Saturday.

The criticism came after 50 countries met at the US Ramstein Air Base in Germany and agreed to supply Kyiv with billions of dollars’ worth of military hardware, including armoured vehicles and munitions.

But a decision by Germany over the delivery of the much-requested Leopard 2 combat tanks — considered one of the best-performing models worldwide — failed to materialise.

Despite intense pressure and criticism, Germany said it had not decided yet on whether to give permission to other European countries to transfer the German-made tanks to Ukraine.

Poland has announced it is ready to deliver 14 Leopard tanks to Kyiv but Prime Minister Mateusz Morawiecki said on Sunday he was waiting for “a clear statement” from Berlin whether countries that have the Leopards can transfer them to Ukraine.

He also described Germany’s refusal to send its own tanks to Ukraine as “unacceptable”.

“Innocent people are dying every day,” he told the PAP news agency.

In a joint statement Saturday, the foreign ministers of the three Baltic states — Latvia, Estonia and Lithuania — urged Germany “to provide Leopard tanks to Ukraine now”.

Earlier on Sunday, Chancellor Olaf Scholz said all decisions on weapons deliveries would be made in coordination with allies, including the United States.

Speaking on a visit to Paris to celebrate 60 years since the signing of a landmark treaty between France and Germany, Scholz said Berlin had always in the past acted “in close coordination with our friends and allies”.

French President Emmanuel Macron said he did not rule out the possibility of sending Leclerc tanks — France’s main battle tanks — to Ukraine.

“As for the Leclerc, I asked the ministry to work on it. Nothing is ruled out,” Macron said but stressed that any effort to dispatch the hardware to help repel the Russian invasion should be decided and coordinated “collectively” with allies, including Germany.

Peru protests: Machu Picchu closed indefinitely and tourists stranded - BBC

Peru has closed its famous tourist site Machu Picchu indefinitely over the ongoing protests against the country's new president.

The government said it closed the site, and the Inca trail hike leading up to it, to protect tourists and citizens.

Hundreds of people who were stuck for hours at the foot of the 15th Century Inca citadel have now been rescued.

The violent protests, which have seen dozens of people killed, began when Peru's previous leader was ousted.

Rail services to Machu Picchu were suspended on Thursday after some train tracks were damaged, allegedly by protesters.

It left 418 people stranded at the site, tourism minister Luis Fernando Helguero said at a news conference on Saturday.

However by Saturday night, the tourism ministry announced that everyone - 148 foreigners and 270 Peruvians - had been safely evacuated on trains and buses.

They are not the first visitors to have been stranded at Machu Picchu because of civil unrest - last month, hundreds of tourists were airlifted out after being stuck there for several days.

Sitting high on a mountain in the Andes, Machu Picchu is considered one of the new seven wonders of the world. It is hugely popular with tourists, with around a million people visiting every year.

Some visitors arrive at Machu Picchu via the Inca Trail, which is a famous multi-day hike.

In a statement, Peru's culture ministry said that those who had already bought tickets for the site would be able to use them for one month after the end of the demonstrations, or get a refund.

Demonstrators in Peru are demanding fresh elections and calling for the new President, Dina Boluarte, to stand down, which she has so far refused to do.

They want her left-wing predecessor, Pedro Castillo, who is in jail and facing charges of rebellion and conspiracy, to be released. Mr Castillo denies the accusations and insists that he is still Peru's legitimate leader.

Authorities announced on Saturday that another protester had died following demonstrations in the southern region of Puno, where police stations were set on fire.

At least 58 Peruvians have been injured in the protests, according to a report from Peru's ombudsman.

In the latest clashes, roads were blocked and police fired tear gas at stone-throwing demonstrators in the capital, Lima.

The European Union has condemned the widespread violence and what it called the "disproportionate" use of force by the police.

In a statement, it called for "urgent steps to restore calm".

Peru has been through years of political turmoil, which came to a head when Mr Castillo was arrested last month for trying to dissolve Congress.

Ms Boluarte has resisted calls to step down, including from some regional governors, and earlier this week urged Peruvians to ensure their protests were peaceful.
