China sets modest economic targets as it seeks to bounce back from Covid woes - The Guardian

China has set a target of 5% GDP growth in 2023, its outgoing premier has said in a speech to the ruling party’s rubber-stamp parliament – a goal that is at the lower end of analysts’ expectations and follows a 2022 figure that came in far below target.

The “work report” speech on Sunday also touched on foreign affairs and re-emphasised the Chinese Communist party’s (CCP’s) aim to annex Taiwan. Budget papers confirmed another consecutive rise in defence spending of 7.2%, slightly up on last year’s rise of 7.1%.

Li Keqiang, in what is likely his final major address before stepping down as China’s premier, opened the annual meeting of the National People’s Congress (NPC). The work report – which required the approval of the CCP leader, Xi Jinping – outlined the government’s main achievements of the past year and plans for the next.

This year’s meeting is particularly significant as it marks the rollover of one political term to the next, after Xi’s precedent-breaking third term at the helm of the party was reaffirmed in October.

Xi’s consolidation of power has seen rivals purged and loyalists elevated in the ranks of the CCP. The removal of Li, who was a member of a rival faction, from his No 2 rank in the party was interpreted by some as a sign of the power play.

Li’s speech, delivered to an audience of almost 3,000 NPC delegates and Xi, was heavily focused on promoting China’s “full economic recovery” after being battered for several years by the pandemic, the impact of Xi’s strict zero-Covid policy and a flailing property and development sector. In 2022 China’s GDP grew just 3%, far below the government’s 5.5% target.

Li began the speech saying Covid-19 and other domestic and international factors had affected the country’s economy “beyond our expectations”.

He announced the government would aim to create about 12m urban jobs, but left room to move with unemployment rates – keeping the urban target at 5.5%, which it was most recently reported as being in December.

Prof Victor Shih at the University of California, San Diego, told the Guardian the targets were “not overly ambitious”, and allowed the government and its incoming new premier a potential “easy victory”.

“They don’t call for any massive stimulus, and that partly stems from a recognition that exports – a main engine of growth for China’s economy in the last three years – will likely not be so strong this coming year,” he said.

The speech also pledged to resolve housing issues for young people, improve welfare provisions to elderly people and “improve the birth support system”. In recent weeks, the CCP has unveiled a number of policies that aim to reverse the declining birthrate by encouraging people to have more children.

Shih said welfare increases and stimulating consumption – another focus of Li’s speech – would require sizeable government funding.

“So a lot of this wording sounds to me like an empty promise in a sense, because it’s unclear where the money would come from unless growth miraculously comes in way beyond expectations.”

Li’s speech went for a little under an hour, and also touched on the so-called “Taiwan question”, a key priority and concern for the CCP.

The CCP claims Taiwan as a province of China and has vowed to annex it, ideally peacefully but by force if necessary. Taiwan’s government and people overwhelmingly object to the prospect and are boosting military defences with weapons support from the US.

Li encouraged “both sides of the Taiwan Strait” to “jointly promote the Chinese culture and advance Chinese rejuvenation”, while reiterating Beijing’s resolve to “take resolute steps to oppose Taiwan independence and promote reunification”.

Wen-ti Sung, an expert on China and Taiwan from the Australian National University said Li’s comments on Taiwan suggested Beijing is “shooting for incremental progress, rather than quick results, on Taiwan”.

“Li still lists ‘oppose Taiwan independence’ ahead of ‘promote unification’, which suggests China is playing defence on Taiwan during Taiwan’s presidential campaign year,” Sung said. Beijing has also prioritising keeping the situation stable while it tackles domestic economic woes, he added.

China’s military has been told to be prepared for conflict over Taiwan, but analysts note that timelines for readiness – frequently posited as around 2027 – refer only to capability and not intention.

On Sunday the NPC announced a 2023 defence budget of 1.56tn yuan (US$226bn), rising 7.2% from the previous year. The growth in China’s defence budget has risen steadily over recent years.

Shih said the increase was nominal and coincided with a time of high inflation, so was expected given the military’s goal to modernise.

This weekend the NPC and a political advisory body called the Chinese People’s Political Consultative Conference began their concurrent annual meetings, known as the “two sessions”.

Sunday’s event was one of the few NPC meetings open to the public. Legislative and constitutional changes will be discussed behind closed doors until next weekend. Most decisions have already been made at prior meetings of senior Party officials, and the week is seen as largely ceremonial.

New appointments to government positions, including premier, will be announced this week, and there is widespread speculation that major changes to government departments will see some state organs subsumed into party equivalents, further boosting the power of the Xi-led party over China and its government operations.

Greek train crash: PM Mitsotakis seeks forgiveness from families - BBC

Greek Prime Minister Kyriakos Mitsotakis has asked for forgiveness from the families of the 57 victims of this week's train crash.

In a Facebook message, Mr Mitsotakis said that "in the Greece of 2023... two trains heading in different directions cannot run on the same line and no-one notice".

Protests have continued for days.

Clashes with police were reported on Sunday as thousands joined a demonstration in the capital Athens.

Police estimated 12,000 people attended the protest.

They said seven officers were hurt and five arrests were made, the AFP news agency reports.

Some demonstrators set fire to rubbish bins and threw petrol bombs. Police responded firing tear gas and stun grenades, clearing the central Syntagma Square of the protesters within a few minutes.

The protesters also reportedly released hundreds of black balloons into the sky in memory of the dead, with some holding signs reading "Down with killer governments".

On the night of 28 February, a passenger train and a freight train that were travelling in opposite directions ended up on the same track.

The first four carriages of the passenger train were derailed, and the first two caught fire and were almost completely destroyed.

The train crash has been widely attributed to human error.

A 59-year-old station master in Larissa, who was charged with manslaughter by negligence, appeared in court on Sunday and has been taken into custody.

His lawyer Stefanos Pantzartzidis said the station master had admitted to having a share of responsibility in the accident. He faces between 10 years and life in jail if convicted.

But many in Greece see the crash as an accident that had been waiting to happen, and the railway workers' union blamed successive governments' "disrespect" towards Greek railways for leading to this "tragic result".

A government minister told the BBC that the lack of funding was the direct result of the strict terms of international bailouts imposed after the 2010 debt crisis.

Union members were joined by residents of Athens and Thessaloniki in taking to the streets throughout the past week, shocked by the scale of the disaster. The protests were also attended by many students - several of the passengers on board one of the trains were students in their 20s returning to Thessaloniki after a long weekend celebrating Greek Orthodox Lent.

"The rail network looked problematic, with worn down, badly paid staff," Nikos Savva, a medical student from Cyprus, told AFP news agency.

Train drivers in Greece have said there have been long-running problems with the electronic systems that are supposed to warn them of danger ahead.

The transport minister, Kostas Karamanlis, also resigned as a "sign of respect" for the people who had died. Mr Karamanlis he was taking responsibility for the government's failure to modernise the country's railways in the three-and-a-half years it had been in power.

Immediately after the accident, the Greek government declared three days of national mourning and said the cost of the victims' funerals would be paid for from the public purse.

BBC Europe correspondent Nick Beake says the crash seems to be becoming a defining political issue for Greece as it prepares to face a general election in the spring.

Media reports have given 9 April as a possible date, but analysts say that date may now be pushed back.

China ramps up military spending citing 'escalating' foreign threats - The Telegraph

Xi Jinping will hike military spending to its fastest pace in four years because of what China perceives to be escalating foreign threats.

Spending on defence will increase by 7.2 per cent to 1.55 trillion Yuan (£187 billion) this year, which is the sharpest rise since 2019 when defence spending rose by 7.5 per cent to 1.19 trillion yuan.

The announcement on Sunday comes amid rising tensions between Washington and Beijing, territorial spats in the South China sea, border disputes with India, and its threat to invade Taiwan. 

Highlighting the renewed focus on defence spending, outgoing prime minister Li Keqiang set a more modest target for economic growth of around 5 per cent for this year. 

It’s the lowest growth target in more than a quarter of a century despite the economy being battered by three years of strict Covid rules. 

“[E]xternal attempts to suppress and contain China are escalating," he said at the annual session of China’s rubber-stamp parliament. 

“We remained committed to the Party’s absolute leadership over the people’s armed forces.”

The economy grew just three per cent – its second-worst performance since 1976, the final year of Mao Zedong’s disastrous Cultural Revolution.

This year’s increase on military spending will mark the eighth consecutive year of single-digit percentage point increases in what is now the world’s second-largest military budget.  

It comes as Beijing asserts itself abroad with a foreign military base in Djibouti and a naval base in Cambodia’s Ream Naval Base that could give it at least a semi-permanent presence on the Gulf of Thailand facing the disputed South China Sea.

The moves have prompted concerns among the US and its allies, particularly over Taiwan, the self-governing island democracy that China claims as its territory to be brought under its control by force if necessary.

Along with Taiwan, tensions have been rising with the US over China’s militarisation of islands in the South China Sea, which it claims virtually in its entirety, and most recently, the shooting down of a suspected Chinese spy balloon over the US east coast.

“The people’s armed forces intensified efforts to enhance their political loyalty, to strengthen themselves through reform, scientific and technological advances, and personnel training, and to practice law-based governance,” Li said.

Audience in Delhi openly laughs as Lavrov says Ukraine war ‘launched against’ Russia - The Independent

Russia’s long-standing foreign minister Sergei Lavrov provoked open laughter from the audience at an international conference in India after he falsely claimed that his home country was a victim of Ukrainian aggression.

Mr Lavrov was responding to a question from the audience at the Raisina Dialogue 2023 series in New Delhi when the 72-year-old made the statement.

“How has the war affected Russia’s strategy on energy, and will it mark a privilege toward Asia? And if it does, how is India going to feature in it?” asked a member of the audience.

“You know, the war, which we are trying to stop, which was launched against us, using the...” Mr Lavrov began, before loud laughter cut through his claim.

“... The Ukrainian people, uh, of course, influenced...” Mr Lavrov continued with a straight face, video footage of the exchange shows. The audience can be heard laughing again, along with a groan of “Come on!” from one of its members. “... the policy of Russia, including energy policy,” Mr Lavrov concludes.

“And the blunt way to describe what changed: we would not any more rely on any partners in the West. We would not allow them to blow the pipelines again,” he continues.

Contrary to Mr Lavrov’s claim, Russian president Vladimir Putin launched an unprovoked attack on Ukraine on 24 February last year, in what he called a “special military operation” in the country.

“The responsibility for the possible continuation of the bloodshed will lie entirely on the conscience of Ukraine’s ruling regime,” Mr Putin said at the time.

India, which has close and historic defence and diplomatic ties with Russia, has become one of the major markets for Russian crude oil as it snapped up the product at a discounted rate while European nations imposed sanctions on Russian energy.

India and China are currently the largest buyers of Russian crude oil, as the G7 group of major economies imposed a price cap on Russian oil last year.

Mr Lavrov also tore into the US, and said Moscow “will not let the West blow up gas pipelines again”, referring to the Kremlin’s accusation that Western countries were responsible for the sabotage of the Nord Stream pipelines in September.

His response to questions about the “double standards” of Western interventions in sovereign nations drew applause from the Delhi audience as well.

“Have you been interested in these years [in] what is going on in Iraq, what is going on in Afghanistan?” he asked his interviewer, Sunjoy Joshi, the chair of Indian think tank the Observer Research Foundation.

“[You] believe that the United States has the right to declare a threat to its national interest, any place on earth, like they did in Yugoslavia, in Iraq, in Libya, in Syria... and you don’t ask them any questions?”

Top Putin ally Ramzan Kadyrov 'seriously ill from suspected poisoning' - Metro.co.uk

Chechen warlord Ramzan Kadyrov – a close ally of Vladimir Putin – is reported to be seriously ill with kidney problems amid fears of ‘poisoning’.

The fanatical pro-war zealot who has advocated using nuclear weapons against Ukraine is rumoured to have summoned a leading doctor from the United Arab Emirates because he ‘does not trust’ Moscow doctors.

Several opposition sources have claimed kidney illness accounted for Kadyrov’s surprising absence from Putin’s state of the nation speech on 12 February, and a recent ‘bloated’ appearance, as seen at a recent meeting in his palace in Chechen capital Grozny with Denis Pushilin, head of the invaded Donetsk People’s Republic.

The Chechen’s leader’s luxury private jet was known to have made several trips recently to the UAE, and he has been less visible than usual in recent weeks.

While Kadyrov, 46, is one of Putin’s closest allies, the Chechen strongman – reportedly a father of 14 with three current wives – has strongly attacked the running of the war, especially by the Russian defence ministry and certain generals.

The claims suggest Kadyrov may have been poisoned, a fate which reportedly befell his close ally Major-General Apti Alaudinov, 50, last month in an ‘attempted assassination’.

Kazakh journalist Azamat Maytanov citing his own sources claimed Kadyrov may be terminally ill, with poisoning the possible cause.

‘There is information that the chief nephrologist of the UAE, Dr. Yasin Ibrahim El-Shahat, a well-known doctor with 30 years experience, has arrived in Grozny [the capital of Chechnya],’ Maytanov wrote on his Telegram channel.

‘His area of expertise lies in nephrology, dialysis, transplantation, glomerulonephritis, and acute renal failure.

‘Kadyrov is allegedly very bad and has serious kidney problems.’

Exiled Kremlin foe Leonid Nevzlin echoed the claims, which were also reported by Bild in Germany.

‘My sources confirm this,’ he said.

‘Kadyrov is treated in the UAE, and when he is in Grozny for a short time, a nephrologist from Abu Dhabi specially comes to him.

‘Kadyrov clearly does not trust Russian doctors.

‘There are reasons.

‘My sources say that [problems with] kidneys are a symptom of poisoning and that’s what Kadyrov is afraid of.’

Kadyrov had ‘made too many enemies among the generals who have access to the GRU’s developments.’

The GRU is Russian military intelligence, held responsible for poisoning double agent Sergei Skripal in Britain in 2018.

Putin’s FSB has also carried out poisoning attacks, for example on opposition leader Alexei Navalny in 2020, in Siberia, and foe Alexander Litvinenko in London in 2006.

Ukrainian Telegram channel Trukha claimed that ‘over the past few months, [Kadyrov] has gained a lot of weight and looks very swollen.’

When Alaudinov was poisoned last month, Kadyrov said: ‘There is an investigation of the assassination attempt, identifying those involved.’

There were ‘already results’ from this probe, he said.

Putin promoted Kadyrov to Colonel-General in the National Guard of Russia last October.

A month earlier he urged Putin to contemplate ‘declaring martial law in the border territories and using low-yield nuclear weapons’ to overcome his latest military humiliations in Ukraine.

Despite rumours about his health, Kadyrov urged Putin to crackdown on ‘saboteurs’ who crossed from Ukraine into Russia’s Bryansk region this week.

‘Shoot to kill. To deal not only with them, but also to bring to justice their families, who may live in Russia,’ he urged on his Telegram channel.

‘Check them thoroughly and carefully. Experience shows that without their assistance, indulgence and approval, such terrorist acts do not occur.’

Again demanding martial law, he alleged Ukraine had unleashed a ‘war without rules’.

‘It is necessary to deal with all the participants in the sortie to the Bryansk region in the most severe way, as harshly and even cruelly as possible,’ he said.

‘Deal not only with them, but also bring to justice their families who may live on the territory of Russia.’

Ukraine latest: Numerous Bakhmut attacks still being repelled, says Kyiv - BBC

Numerous attacks have been repelled in the area of eastern Donetsk over the last 24 hours, Ukraine's military says.

Russian forces claim they are about to take the eastern city of Bakhmut - the focus of intense fighting for many months.

The head of Russia's Wagner private army claims it is "practically encircled" with limited routes out.

The deputy mayor of the city told the BBC there was street fighting between Russian and Ukrainian forces.

But Oleksandr Marchenko said Russia was not yet in control, despite constant shelling.

"They have no goal to save the city... their only goal is killing people and the genocide of the Ukrainian people," Mr Marchenko told the Today programme.

The UK Ministry of Defence said Bakhmut is under "increasingly severe" pressure.

According to the UK intelligence, Russian forces and Wagner troops have made further advances into northern suburbs, making the Ukraine-held section of the city vulnerable to Russian attacks on three sides.

The commander of Ukraine's ground forces, Col Gen Oleksandr Syrskyi, visited Bakhmut on Friday for meetings with local commanders on how to bolster front-line forces.

Meanwhile on Saturday, Russian defence minister Sergei Shoigu made a rare visit to Russian-held Ukrainian territory in southern Donetsk.

Russian troops have been trying to take Bakhmut for over six months.

Ukraine's President Volodymyr Zelensky warned this week that the situation on the eastern front line was becoming "more and more difficult".

A key concern for Ukraine is its ever-decreasing ammunition stocks as the high-intensity war with Russia shows no sign of slowing.

The US has announced a further $400m (£333m) in military aid to boost Kyiv's depleted ammunition stocks.

US Secretary of State Antony Blinken said the country's latest package included high-precision Himars artillery rockets and howitzers "which Ukraine is using so effectively".

President Zelensky earlier stressed that artillery and shells were needed to "stop Russia". The US is also sending tactical bridges ahead of Ukraine's expected offensive.

The delivery of such equipment - allowing armoured vehicles to cross rivers and ditches - comes as Ukrainian military officials and experts have suggested the offensive could begin in the coming weeks.

In a statement on Friday, Mr Blinken said: "This military assistance package includes more ammunition for US-provided Himars and howitzers, which Ukraine is using so effectively to defend itself".

He added that Washington would also be sending "ammunition for Bradley Infantry Fighting Vehicles, Armoured Vehicle Launched Bridges, demolitions munitions and equipment, and other maintenance, training and support".

Himars proved to be extremely effective during Ukraine's lightning counter-offensive late last year that saw almost the whole of the Kharkiv region brought back under Kyiv's control.

Those advances - and the liberation of the southern city of Kherson - were the most significant front-line changes since Russia withdrew from areas around Kyiv in April.

In his statement, America's top diplomat stressed that "the United States also continues to rally the world to support Ukraine" in defending its sovereignty and territorial integrity.

The new US military aid package was announced amid reports in US media that Ukraine may now be running dangerously low on artillery stocks after more than a year since Russia launched its full-scale invasion.

Both Ukraine and Russia are believed to be firing tens of thousands of artillery shells every day in what is seen as a high-intensity war of attrition in recent months.

Ukraine's military have not publicly commented on the reported shortage of ammunition. However, President Zelensky on Thursday said that "artillery is number one that we need".

He added that Kyiv also needed "a large quantity of shells" and war planes to "expel" Russian troops from Ukraine's territory.

Military assistance to Ukraine was expected to dominate the agenda as US President Joe Biden met German Chancellor Olaf Scholz in Washington on Friday.

Mr Biden thanked the German leader for his country's "profound" support of Ukraine.

A number of Ukraine's Western allies have pledged to deliver tanks and artillery - but Kyiv says this must be done much faster to deter further Russian aggression.

Alex Murdaugh appears with a shaved head in a new mugshot released just hours after he was sentenced to spend the rest of his life in prison for murdering his son and wife.

The disgraced legal scion attorney was sentenced to two consecutive life terms on Friday in South Carolina’s Colleton County Court by Judge Clifton Newman.

Murdaugh will be held at the Kirkland Correctional Facility while the South Carolina Department of Corrections (SCDC) determines where he will serve time permanently.

In a mugshot released on the same day of his sentencing, the convicted family killer appeared with a shaved head and wearing a yellow prison jumpsuit. A source told Fox News that it is standard procedure to shave incoming inmates’ heads.

Murdaugh will spend the next 45 days at Kirkland, according to a statement by the SCDC. There, he will undergo medical tests, mental health and education assessments that will help officials assign a custody level.

He will then be sent to one of SCDC’s maximum-security prisons, like all new inmates serving life sentences.

Defence attorneys Jim Griffin and Dick Harpootlian said that they will be filing appeal documents within 10 days and vowed that they would appeal his conviction all the way up to the US Supreme Court.

Despite the verdict, Mr Harpootlian insisted Murdaugh is innocent and said that they had no regrets about putting him on the witness stand in his own defence.

The defence also said they did not regret having Murdaugh take the stand on his own defence as they had no other option because he “had been made out to be a monster who stole from children and crippled people,” by prosecutors.

Murdaugh confessed to stealing millions from clients at his law firm but largely blamed it on his opioid addiction. His legal team said on Friday that Judge Newman had taken an “erroneous decision” by allowing the jury to hear Murdaugh’s financial scandals.

The court was expecting to hear victim impact statements but prosecutor Mr Waters revealed that none of the victims wished to speak at this time. Mr Waters called Murdaugh a cunning manipulator and somebody who “placed himself above all others” and had violated the trust of his loved ones.

While he gave Murdaugh the chance to finally tell the truth once and for all, the judge admitted he “would not expect a confession of any kind”. The judge admonished Murdaugh for continuing with his lies in the courtroom – after he took the stand, changed his alibi and continued to deny killing his wife and son.

But the disgraced attorney and serial liar reiterated his statement of innocence.

“I’m innocent. I would never hurt my wife Maggie and I would never hurt my son PawPaw,” he told the court.

Prosecutors said that Murdaugh killed his wife and son to distract from his string of financial crimes – at a time when his multi-million-dollar fraud scheme was on the brink of being exposed. Jurors were told that on the day of the murders, Murdaugh was confronted by his law firm CFO about missing money that he had stolen.

Three days after the murders, a hearing was also slated to take place in a lawsuit over a fatal boat crash Paul was involved in.

Then, on 4 September 2021 – one day after he was ousted by his law firm for stealing funds – Murdaugh claimed he was the victim of a drive-by shooting.

He kept up the story for days, with jurors being shown a police sketch of an imaginary man he claimed ambushed him.

Days later, he confessed that he had orchestrated the plot claiming he had asked his alleged drug dealer and distant cousin Curtis Eddie Smith to shoot him in the head so his surviving son Buster would get a $12m life insurance windfall.

Murdaugh is now also facing around 100 charges over the multi-million-dollar fraud scheme and roadside shooting cases.
