Pro-Ukrainian forces 'used US armoured vehicles' in Belgorod attack - live - The Independent

G7 summit: Zelensky and Fumio Kishida lay wreaths at Peace Memorial Park in Hiroshima

Pro-Ukraine fighters are believed to have used US-made armoured vehicles in one of the biggest incursions across the Russian border, according to pictures and videos verified by New York Times.

At least three US-made MRAPs (Mine-Resistant Ambush Protected vehicles) were used in the attacks in Russia’s Belgorod oblast, with two of those captured by Russian forces, the report said.

One civilian was killed following the attacks by two purported anti-Kremlin armed groups employing Russians based abroad.

Vyacheslav Gladkov, governor of the Belgorod region, said they have begun evacuation from nine Russian villages in the Belgorod region as a counter-terrorism operation continued in full force.

“Do not yet return to your homes,” he told local residents who had been evacuated on Monday.

The US State Department denied that it would “encourage or enable strikes inside of Russia” but said, “it is up to Ukraine to decide how to conduct this war”.

Russia has said its forces crushed the attack, killing more than 70 “Ukrainian nationalists” and pushing the remainder back into Ukraine.

Anti-Russia fighters using US-made armoured vehicles for incursion into Russia - Report

Anti-Russian fighters appeared to have used US-made armoured vehicles in the Belgorod Oblast incursion, according to pictures and videos verified by New York Times.

At least three such US-made vehicles were used with two of those captured by Russian forces.

The group behind the incursion that has sparked evacuations in Belgorod used MRAPs, known as Mine-Resistant Ambush Protected, which were first built by the US forces in Iraq and Afghanistan and Washington has sent several to Ukraine.

The two groups that have claimed responsibility for the incursion are the Freedom of Russia Legion - a Ukraine-based Russian militia led by Russian opposition figure Ilya Ponomarev that says it is working inside Russia for Vladimir Putin’s overthrow - and the Russian Volunteer Corps (RVC).

One of the photos of a seized MRAP showed a Russian soldier standing next to a vehicle which had a white spray-painted marking of an upward-pointing arrow. A vehicle with a similar symbol was seen in a video just hours before the incursion into Russia.

Ukraine’s Air Force has denied EU diplomacy chief Josep Borrell’s comments that its pilots are training on US-made F-16 jets in several European countries.

Preparations for the training program are “still ongoing”, Air Force spokesperson Yurii Ihnat said, according to Kyiv Independent, adding that Ukrainian representatives have been sent to the countries providing the training to “study how the process will go.”

“For a long time, unfortunately, I’ve had to refute (claims) that ‘pilots study in the US, (and) Europe,” Mr Ihnat said in a televised interview on 23 May. “There is no need to give any extra hope.”

Later, the drone was shot down in the region’s airspace but it is not clear if it was the same drone that dropped explosives.

“Air defences have shot down a drone above the Belgorod Region. According to preliminary information, there were no deaths or injuries,” he said.

Russia will achieve goals of its operation in Ukraine by any means, Kremlin says

Russia has denied the possibility of freezing the Ukrainian conflict, saying it will pursue its goals through special military operation or by other available means, Kremlin spokespersons said.

“Russia is taking under consideration only the completion of its special military operation: ensuring its interests, achieving Russia’s goals either through the special military operation, or by other available means,” Dmitry Peskov told TASS.

When about the reconciliation plans put forward by other countries, he said: “It is too early to speak about it. No prerequisites for a peace process are yet in place, evidently”.

He added negotiations are “hardly possible, because any negotiations with Russia are prohibited [in Ukraine]”.

Russia says its military ‘crushed’ Ukraine incursion

Russia said it had crushed one of the biggest incursions by Ukraine, including several armoured vehicles, into its border region.

In what appeared to be one of the biggest incursions from Ukraine since the war began 15 months ago, two purported anti-Kremlin armed groups employing Russians based abroad said they were responsible for the attack in Russia’s Belgorod region.

The Russian defence ministry, which blamed the Ukrainian authorities, said its forces had surrounded the enemy fighters and defeated them with “air strikes, artillery fire and active action by border units”.

“The remnants of the nationalists were pushed back to Ukrainian territory, where they continued to be hit by gunfire until they were completely eliminated,” the ministry said.

The Belgorod regional governor said one civilian had been killed “at the hands of the Ukrainian armed forces”.

Russia set to ink bilateral agreements with China amid Western criticism

The Russian prime minister is visiting Beijing to sign a set of bilateral agreements on Wednesday with China in a show of their “no limits” partnership amid the war in Ukraine.

Prime minister Mikhail Mishustin - the highest-ranking Russian official to visit Beijing since Moscow sent thousands of its troops to Ukraine in February 2022 - was holding talks with Chinese president Xi Jinping and premier Li Qiang, according to the Russian government.

“As a result of the talks, a number of bilateral agreements is planned to be signed,” the Russian news agency Interfax reported, without elaborating.

It comes as Russia and China furiously objected to G7 declaration that singled them out on a range of issues, including Ukraine, nuclear arms and economic coercion.

Deepening of ties with China is a strategic course for Moscow, said the secretary of Russia’s Security Council Nikolai Patrushev, who held talks on Monday with Chen Wenqing, member of the Chinese Communist Party’s Politburo who oversees police, legal affairs and intelligence.

Vladimir Putin evacuates nine villages in Belgorod as fighting continues – live - The Independent

G7 summit: Zelensky and Fumio Kishida lay wreaths at Peace Memorial Park in Hiroshima

Civilians from nine Russian villages in the Belgorod region have been evacuated from their homes as fighting between Moscow and a Ukrainian “sabotage” group, a regional official said.

Vyacheslav Gladkov, governor of the Belgorod region, said on Tuesday that the Russian army and other security forces were still conducting what he called a counter-terrorism operation.

“The clearing out of the area by the Ministry of Defence in conjunction with the security forces is continuing,” Gladkov said on the Telegram messaging app.

“Do not yet return to your homes,” he told local residents who had been evacuated on Monday.

He said one elderly lady had died while being evacuated and two people were being treated in hospital for various injuries, but that no civilians had been killed in the clashes.

“We are waiting for the conclusion of the counter-terrorism operation,” he said.

Russian investigators have opened a terrorism investigation after what they said was a cross-border attack on Russia‘s Belgorod region mounted by what they called Ukrainian armed groups.

Ukraine to get western support ‘for years to come’, Sunak says

Ukraine will receive western support for “years to come”, Rishi Sunak said as he warned Vladimir Putin that his strategy of waiting it out is “not going to work”.

Russia says it crushes cross-border incursion from Ukraine

Russia said on Tuesday it had routed fighters who crossed the border from Ukraine after two days of combat, in what appeared to be one of the biggest incursions of its kind of the 15-month-old war.

There was no immediate independent confirmation that the fighting had ended, although one of two groups claiming to be behind the raid said in a post on social media: “One day we will return to stay.”

The two days of fighting had forced Russia to evacuate towns along the Ukrainian border. Russia has blamed Ukraine for the attack, which Kyiv denied. The two groups that claimed responsibility describe themselves as Russian armed dissidents.

The Russian military said it had killed more than 70 “Ukrainian nationalists” and destroyed four armoured vehicles. There was no independent confirmation of those losses.

Russian forces had surrounded the enemy fighters and defeated them with “air strikes, artillery fire and active action by border units”, the defence ministry said.

“The remnants of the nationalists were pushed back to Ukrainian territory, where they continued to be hit by gunfire until they were completely eliminated,” it added.

Who are the Wagner Group and why are they so involved in Ukraine?

The Wagner Group is a private military company under the control of Yevgeny Prigozhin that cut its teeth in deployments to Crimea and eastern Ukraine’s Donbas region in 2014 and has since dispatched troops to several conflicts in the Middle East and Africa, including the Syrian Civil War.

In Russia’s invasion of Ukraine, Wagner has proved indispensable, but an apparent power struggle between the Kremlin and the outspoken Mr Prigozhin has led to the group having its wings clipped by Moscow.

Bird flu: H5N1 virus in Brazil wild birds prompts animal health emergency - The Guardian

Brazil has declared a state of animal health emergency for 180 days in response to its first ever detection of the highly pathogenic H5N1 avian influenza virus in wild birds.

Brazil – the world’s biggest chicken meat exporter with US$9.7bn in sales in 2022 – has so far confirmed eight cases of the H5N1 in wild birds, including seven in Espirito Santo state and one in Rio de Janeiro state.

The agriculture ministry said on Monday that it had created an emergency operations centre to coordinate, plan and evaluate “national actions related to avian influenza.“

H5N1 infection in wild birds does not trigger trade bans, based on guidelines of the World Organization for Animal Health. However, a case of bird flu on a farm usually results in the entire flock being killed and can trigger trade restrictions from importing countries.

Though Brazil’s main meat producing states are in the south, the government is on alert after the confirmed cases, as avian flu in wild birds has been followed by transmission to commercial flocks in some countries.

Shares in Brazil-based BRF SA, the world’s biggest chicken exporter, were up 3.6% before the government announcement, but ended the day 0.5% lower.

Over the weekend, the health ministry said samples of 33 suspected cases of avian influenza in humans in Espirito Santo – where Brazil confirmed the first cases in wild birds last week – all came back negative.

Bird flu: Brazil declares animal health emergency after several cases found - BBC

An inspector in a white coat tests a specimen in a labReuters

Brazil has declared a six-month animal health emergency after several cases of avian flu were found in wild birds.

Seven cases have been reported in Espirito Santo state, with another discovered in Rio de Janeiro state.

The emergency declaration makes it easier for the government to now bring in measures to stop the highly infectious H5N1 virus from spreading.

Brazil is the world's largest exporter of chicken meat, with annual sales of nearly $10bn (£8bn).

Authorities say the cases were found far away from Brazil's main areas of production in the south of the country.

However, outbreaks in commercial flocks elsewhere have sometimes been observed to follow the discovery of avian flu cases in wild birds.

The finding of a case on a farm often triggers a cull of a large number of birds - and can sometimes prompt trade restrictions from other countries.

The health emergency has been declared across the whole country for the next 180 days as a precaution.

The world has been going through its worst ever outbreak of bird flu since October 2021, causing the deaths of more wild birds than ever before. Some mammals are also catching the disease.

Scientists remain unsure why this outbreak is proving so much worse than others, but the World Organisation for Animal Health (WOAH) has reported "devastating impacts on animal health and welfare".

The World Health Organization (WHO) says the further spread of the H5N1 virus will have to be monitored closely to see whether it is mutating into a form which can spread amongst humans.

Cases that do occur are the result of people coming into close contact with infected birds.

Greece prime minister Mitsotakis hails election victory as 'political earthquake' - The Independent

Greek prime minister Kyriakos Mitsotakis hailed his party’s victory in the parliamentary elections as a “political earthquake” after the conservatives secured a smashing win but fell short of forming a majority.

With most votes counted after the election on Sunday, the ruling New Democracy party has secured a commanding lead with 40.8 per cent of the votes, while the previous governing party, Syriza, trailed far behind with 20.1 per cent for the 300-seat Hellenic Parliament.

However, Mr Mitsokais’s party fell just short of the majority required to form a government on its own, as the fate of the new government still hangs in limbo.

According to projections by Greece's interior ministry, New Democracy is expected to win 145 seats in parliament, which is six seats shy of an absolute majority.

Starting from Monday, Greek president Katerina Sakellaropoulou will give the top three parties - New Democracy, Syriza, and the Socialist PASOK – three days each to attempt to form a coalition government.

If all three parties fail, Ms Sakellaropoulou will appoint a caretaker government to prepare for new elections to be held approximately a month later.

Without Mr Mitsotakis, the numbers for potential coalitions do not add up, as Syriza has 72 seats, PASOK has 41 seats, the Communist KKE party has 26 seats, and the right-wing Hellenic Solution party has 16 seats.

The KKE party has already stated that it will not participate in any alliance, while the Hellenic Solution party has been critical of both New Democracy and Syriza.

Mr Mitsotakis, who served as prime minister and leader of the New Democracy leader, had expressed his desire for a strong one-party government, but he believes that the election results provide a clear mandate.

Addressing supporters outside party headquarters in Athens, Mr Mitsotakis called his party’s victory a “political earthquake”.

"The ballot results are decisive. They show that New Democracy has the approval of the people to rule, strong and autonomous."

This victory for Mr Mitsotakis is quite significant, as his administration faced numerous challenges, including a wiretapping scandal, the Covid-19 pandemic, a cost of living crisis, and a fatal rail crash that sparked public outrage.

However, it comes as a significant setback for Syriza and its leader Alexis Tsipras, who rose to power in 2015 on the wave of public dissatisfaction with other parties' handling of the debt crisis that severely impacted Greece's economy for over a decade.

The MeRA25 movement, led by former Syriza finance minister Yanis Varoufakis, failed to secure any seats in parliament.

Mr Tsipras, who congratulated Mr Mitsotakis on his win, noted that the race is not over and talked about the possibility of a second election.

“Battles have wins, and losses,” he said. “The electoral cycle has not ended yet ... it is very possible there will be a second election.”

Kyriakos Mitsotakis, center under the Greek flag, speaks to his supporters during his election campaign in northern Athens

Greece faced the threat of a eurozone exit during the height of its debt crisis in 2015, leading to the country accepting a third bailout under Mr Tsipras' leadership.

Mr Mitsotakis, elected in 2019, focused his campaign on improving the financial conditions of the Greek people, promising to raise wages and pensions that were cut during the crisis.

Panos Koliastasis, an adjunct assistant professor of politics at the University of Peloponnese, attributed Mitsotakis' victory to his emphasis on addressing financial concerns and his clear proposal for an autonomous government.

“He also had a clear proposal of (how) he will be in power - that of an autonomous government,” he said.

“The alternative of Syriza, of a coalition government, wasn’t that realistic because others refused to cooperate.”

The elections in Greece are held every four years to determine the composition of the 300-seat parliament.

Joe Biden tells G7 Putin 'will not break our resolve' in supporting Ukraine - Evening Standard

J

oe Biden told the G7 that Putin “will not break our resolve" in supporting Ukraine on Sunday on the summit’s final day.

Speaking at a press conference in Japan, the US president said he has recieved a “flat assurance” from Kyiv that Western-provided F-16 fighter jets would not go into Russian territory.

These powerful warplanes, which are being sought by Ukraine, could be used “wherever Russian troops are within Ukraine and the area", he said.

But Mr Biden said it was “highly unlikely” the planes would be used in any Ukrainian offensive in the coming weeks, but that troops could need such weapons to defend themselves.

Earlier, Mr Biden announced a $375 million (£301m) package of military aid, including artillery and armoured vehicles, for Ukraine.

Ukraine’s Volodymyr Zelensky has used an appearance at the summit to push western allies to send the warplanes, prompting Russia to warn of “colossal risks” and accuse the West of escalation.

Despite the threat, the US President said the G7 had “reaffirmed our shared and unwavering, let me say it again, our shared and unwavering commitment to stand with the brave people of Ukraine as they defend themselves against Russia's brutal war of aggression and the war crimes being committed”.

He added: “Together with the entire G7, we have Ukraine’s back and I promise we’re not going anywhere.”

Western allies also vowed on Sunday that they would not back down from supporting Ukraine, in a warning to Vladimir Putin as he claimed to have taken the eastern city of Bakhmut. This is denied by Kyiv, which insists the city is not occupied by Russia.

He told reporters that he had discussed the issue of sending F-16 jets to Ukraine during a private meeting with Volodymyr Zelensky.

He said F-16s would not have helped Ukrainian forces with regard to Bakhmut but could “make a big difference in terms of being able to deal with what is coming down the road".

Mr Biden said separately that the G7 had agreed a united approach to China which called for countries to reduce their reliance on China.

“We’re not looking to decouple from China. We’re looking to de-risk and diversify our relationship with China,” he said.

He said the countries were united in “resisting economic coercion together and countering harmful practices that hurt our workers."

G7 leaders outlined a shared approach to "de-risk, not decouple" economic engagement with China in a statement on Saturday, prompting China to complain to Japan which is the summit organiser.

Despite the reaction, Biden said he expected a thaw in frosty relations with China “very shortly" after strains caused by an incident earlier this year when the United States shot down a Chinese balloon that flew over sensitive military sites.

On tensions between China and Taiwan, Mr Biden said there was a clear understanding among most of the allies that if China were to act unilaterally against the self-governed island Taiwan, there would be a response.

“We’re not going to tell China what they can do," he said. “But in the meantime we’re going to put Taiwan in a position where they can defend themselves.”
