Ukraine’s president confirms plans for military shake-up - Al Jazeera English

Speculation over the future of army chief Valery Zaluzhny has been rife as war’s second anniversary nears.

Ukrainian President Volodymyr Zelenskyy has said he plans to reshuffle Ukraine’s military and political leadership.

The comments, on Italian RAI TV in an interview broadcast late on Sunday, follow weeks of speculation that Zelenskyy intends to dismiss Valery Zaluzhny, commander-in-chief of Ukraine’s military.

“A reset, a new beginning is necessary” and it is “not about a single person but about the direction of the country’s leadership”, Zelenskyy said.

“I’m thinking about this replacement,” he said, “but you can’t say here we replaced a single person.”

Zaluzhny, who was appointed by Zelenskyy months before Russia invaded in February 2022, is popular with troops and the wider population. He has denied speculation that he has political ambitions.

He and the president have been at odds for some time over the conduct of the war, as the country grapples with low ammunition, personnel shortages after a failed counteroffensive, and the need for more troops.

Zelenskyy sought to downplay the implications during his comments on the reshuffle.

“When we talk about this, I mean a replacement of a series of state leaders, not just in a single sector like the military,” he said.

“If we want to win, we must all push in the same direction, convinced of victory; we cannot be discouraged, let our arms fall; we must have the right positive energy,” the president continued as he spoke of Kyiv’s struggle to oust Russian forces following the 2014 annexation of Crimea, the occupation of parts of the Donbas, and the invasion of February 2022.

Ukrainian news outlet Ukrainska Pravda reported the same day that Zelenskyy is also considering removing General Staff Chief Serhii Shaptala.

Zaluzhny, meanwhile, congratulated Shaptala on his birthday and posted a picture of them together on Facebook.

Resignation refused

Speculation has gripped Ukraine for weeks over Zaluzhny’s position and relationship with the president as the war against the Russian invasion nears its second anniversary.

At the end of last year, Zelenskyy said he had rejected a request by the military to mobilise up to 500,000 people and demanded to know how it would be organised and paid for.

Tensions between the two men were also publicised last year after the general told The Economist in an interview that the war had entered a stalemate. The claim earned a furious denial from Zelenskyy.

Unconfirmed media reports last week said that the general had refused a presidential request for his resignation.

Oleksandr Syrsky, commander of land forces, and Kyrylo Budanov, head of the Ukrainian defence ministry’s intelligence directorate, are the two leading candidates to replace Zaluzhny as commander-in-chief, according to speculation.

Zelenskyy thinking about replacing Ukraine's top military commander - Euronews

A rift between Zaluzhnyi and Zelenskyy first broke into the open last autumn when the general acknowledged that the fighting with Russia had stalemated.

Ukraine’s President Volodymyr Zelenskyy said he was weighing a possible dismissal of the country’s top military officer, a prospect that has shocked the nation fighting Russia’s invasion and worried Kyiv’s Western allies.

The announcement comes after Ukrainian shelling killed 28 people at a bakery in the Russian-occupied city of Lysychansk this weekend.

Asked whether he was considering the ouster of Gen. Valerii Zaluzhnyi, Zelenskyy told Italian RAI TV in an interview released late on Sunday that he was thinking about it as part of a broader issue of setting the country’s path. 

He said that “a reset, a new beginning is necessary,” and it’s “not about a single person but about the direction of the country’s leadership.”

“I’m thinking about this replacement, but you can’t say here we replaced a single person,” Zelenskyy said.

Zelenskyy’s comments marked his first confirmation that he was mulling to fire the widely popular general, a possibility that caused an uproar in Ukraine and delighted the Kremlin as the war approaches its second anniversary.

According to Ukrainian and Western media reports, Zelenskyy last week offered Zaluzhnyi to resign, but the general refused. Zaluzhnyi hasn’t commented on the issue.

The tensions between the president and Zaluzhnyi have been rising as the country grapples with dire ammunition and personnel shortages following a failed summer counteroffensive. The need for a broad mobilisation to fill the ranks has reportedly been one of the areas of disagreement.

US strikes in Middle East: Biden may be left with no choice to hit Iran directly if attacks on American troops don't stop - Sky News

The US is trying to hit Iranian targets in the Middle East hard enough to stop attacks against American forces but not so hard that it triggers wider escalation or even direct war with Iran.

Experts in recent days have dubbed the strategy the "Goldilocks" approach because it needs to be just right.

Joe Biden made clear that a response was coming from the moment he accused "radical Iran-backed militant groups operating in Syria and Iraq" of killing three US service personnel in Jordan in a drone attack almost a week ago.

But the president also signalled his retaliation would be calculated rather than rushed, saying it would be "at a time and in a manner of our choosing".

This bought the administration time to try to navigate the slimmest of paths between a meaningful, powerful and effective military strike against Iranian interests and igniting new conflict in a region that is already at boiling point following the 7 October Hamas attack on Israel that prompted the Israeli war in Gaza.

By choosing not to hit Iran itself directly, Mr Biden has very deliberately sought to avoid escalation, even though he could potentially have justified strikes inside Iranian territory given Tehran's alleged backing of the groups accused of the lethal drone attack in Jordan.

However, he has still chosen to go after Iran's elite Quds force, within the Islamic Revolutionary Guards Corps (IRGC) - the most potent arm of Iranian military power in the region and the organisation that runs Tehran's network of proxy militias.

This level of attack could yet trigger a direct, escalatory Iranian response against US targets. Washington will be hoping it won't.

Almost exactly three years ago, when Donald Trump was president, the US killed the top Iranian general who had led the Quds force during its most effective period of proxy warfare against US, British and other Western interests in the Middle East.

The assassination of Qasem Soleimani in a drone strike in Iraq in January 2020 triggered an Iranian missile attack against US forces, also in Iraq, in response - a moment of acute peril when the two sides last seemed on the brink of spiralling into all-out war.

That did not happen.

This time around, the Biden administration will likely have tried to work behind the scenes with Iran to reduce the risk of a similar kind of Iranian retaliation in kind.

Washington has also stated that Friday's strikes were just the beginning, meaning that its adversaries are on notice.

Biden joins families of US troops killed in drone attack

The president again framed his threat to give a sense that this was the US calling the shots rather than being forced into taking action.

"Our response began today," he said in a statement released by the White House on Friday. "It will continue at times and places of our choosing."

He added: "The United States does not seek conflict in the Middle East or anywhere else in the world. But let all those who might seek to do us harm know this: If you harm an American, we will respond."

For now, perhaps the biggest danger for the United States is that its barrage of strikes against 85 Iranian-linked targets in Iraq and Syria will not be sufficient to deter new attacks that harm or take more American lives.

If that happens again, the president may be left with no choice but to order strikes against Iran directly.

Pentagon knows who’s responsible for Jordan drone attack

Washington has refused to rule out airstrikes inside Iran and said the US was determined to respond forcefully to attacks on troops.

When British planes joined American airstrikes on the Houthis in Yemen, voices were raised in the UK warning against “escalation” of the Gaza conflict to a wider war in the Middle East. There were similar voices on the pro-Palestinian march in London today, warning that the US airstrikes against allegedly Iranian-backed targets in Iraq and Syria risk a wider war.

In one sense, these warnings are misconceived, in that it was the Houthis, formally known as Ansar Allah or “Supporters of God”, who were engaged in escalation, using drones and missiles to attack international shipping in the Red Sea in solidarity with the Palestinians of Gaza. And it was Iranian-supported militia who “escalated” a conflict that otherwise did not exist when they attacked US forces in Jordan, killing three soldiers.

The US launched airstrikes against Iranian forces and allied militias in Iraq and Syria on Friday as it began its retaliation for a drone attack that killed three US soldiers in Jordan last week.

Dozens of strikes launched by long-range bombers flown from the US targeted Iran’s Revolutionary Guards Corps (IRGC) Quds Force and affiliated militia groups just hours after President Joe Biden received the remains of the three service members at Dover Air Force Base in Delaware.

Mr Biden said in a statement that he had ordered US military forces to strike at “facilities that the IRGC and affiliated militia use to attack US forces.”

“Our response began today. It will continue at times and places of our choosing. The United States does not seek conflict in the Middle East or anywhere else in the world. But let all those who might seek to do us harm know this: If you harm an American, we will respond,” Mr Biden said.

The attack happened west of Hodeida, a port city in Yemen long held by the rebels, said the United Kingdom Maritime Trade Operations, a British military group overseeing Mideast waterways. It said the crew and the vessel were safe and the blast came far off the vessel’s starboard side.

The US defense officials identified the targeted container ship as the Koi, a Bermuda-owned vessel. Its management could not be immediately reached for comment. The officials spoke on condition of anonymity to discuss intelligence matters. The Houthis did not claim responsibility for the assault.

An official from an Iranian-backed militia hinted at the desire to de-escalate tensions in the Middle East after the US launched retaliatory strikes in Iraq and Syria following the death of three American soldiers.

At least 51 people were killed by forest fires in Chile's Valparaíso region, local authorities have said.

President Gabriel Boric declared a state of emergency and said he would make "all necessary resources" available to tackle the situation.

It is believed to be Chile's deadliest forest fire on record. Many of those affected were visiting the coastal region during the summer holidays.

A health alert was put in place in Valparaíso by the health ministry.

The ministry called for the suspension of elective surgeries and authorised temporary field hospitals to be set up.

Medicine students nearing the end of their studies will be hired to help ease pressures on the health service, the ministry announced in the same statement.

Rescue services have struggled to reach the most badly affected areas and Interior Minister Carolina Tohá said the death toll would "reach much higher figures" in the coming hours.

The Chilean government has urged people not to travel to the areas impacted by the fires.

A 61-year-old resident from El Olivar described the ordeal as "hell".

Speaking to the AFP news agency, Rodrigo Pulgar said he tried to help his neighbour but then realised that his own house had started to burn.

"Ash was raining down on us," Mr Pulgar added.

He explained that most residents in El Olivar are older people, and said his neighbour died because they couldn't get her out.

The housing ministry said between 3,000 and 6,000 houses were impacted by the fires.

On Saturday, a curfew was put in place for those in Viña del Mar, Limache, Quilpué and Villa Alemana.

Mr Boric said the curfew will help free up routes and allow emergency vehicles to reach affected areas.

Some 1,400 firefighters are being deployed on Sunday, the interior minister said in an address to the nation.

Military personnel have been deployed alongside emergency services, and the cause of the fires is being investigated.

To avoid the escalation of an already delicate situation, the government has banned the handling of fire and machines that produce heat in Valparaíso, and the nearby Marga Marga region.

Situated 116 km (72 miles) from the capital Santiago, the coastal town of Valparaíso sees many tourists during the summer.

According to local media reports, the regional committee for disaster risk management (Cogrid) said 45 of those killed were found dead at the scene and six others died due to burn wounds in healthcare centres.

Last year, the regions of Biobío and Ñuble - further south from Valparaíso - endured deadly wildfires, which appear to be becoming more frequent and lethal.

Pentagon knows who’s responsible for Jordan drone attack

Overnight the US struck 85 targets at seven facilities across Syria and Iraq as part of the retaliatory strikes in response to the deaths of three American soldiers.

The strikes, which Iraq condemned as a “new aggression against Iraq’s sovereignty”, reportedly killed 40 people. The US used over 125 precision munitions to strike command and control operation centres, intelligence centres, rockets and missiles and more used by Iran-backed militias.

The overnight strikes are the first of what is expected to be more strikes as a response to the three soldiers who were killed in Jordan in a drone attack by Iran-backed militants.

Iraq has warned that the strikes would only heighten tensions in the region where already the stakes are high.

“This aggressive strike will put security in Iraq and the region on the brink of the abyss, and it also contradicts efforts to establish the required stability,” an Iraq official said.

The airstrikes the US launched in Syria near the Iraq border killed an undetermined number of civilians along with soldiers, the Syrian state media said.

At least 18 members of the Iran-backed militias have been killed in Syria, the Syrian Observatory for Human Rights said.

The US struck 26 sites in Syria connected to the Iranian-back militias overnight.

The Syrian defense ministry called the US’s attack “blatant air aggression.”

Iraqi militia official hints at de-escalation

An official from an Iranian-backed militia hinted at the desire to de-escalate tensions in the Middle East after the US launched retaliatory strikes in Iraq and Syria following the death of three American soldiers.

Hussein al-Mosawi, a spokesperson for Harakat al-Nujaba, one of the main Iranian-backed militias in Iraq, told The Associated Press that, “we do not wish to escalate or widen regional tensions.”

Mr Mosawi said that the targeted sites the US was striking in Iraq were “devoid of fighters and military personnel” but that “every action elicits a reaction.”

Iran condemns American strikes in Middle East

Iran's foreign ministry on Saturday condemned overnight US airstrikes in Iraq and Syria as "violations of the sovereignty and territorial integrity" of the two countries.
