House Speaker Nancy Pelosi has called for Donald Trump to be removed from office immediately through the 25th amendment.
She called for the US president to be impeached for a second time if the amendment route failed.
In a televised address, Ms Pelosi said Mr Trump had "incited an armed insurrection against America", describing him as a "very dangerous person who should not continue in office".
She said the attack on the US Capitol "will forever stain our history".
Both Democrat and Republican politicians have accused Mr Trump of inciting violence and encouraging people to storm the Capitol before the chaos ensued on Wednesday.
One woman was shot dead and three others died of "medical emergencies" in the events that followed.
Ms Pelosi said the president had called for a "seditious act" and was "deadly" to Americans and US democracy, committing an "unspeakable assault on our nation and our people".
The prominent Democrat said she was waiting for a decision from Vice President Mike Pence and other Cabinet officials as to whether Section 4 of the 25th amendment can be invoked.
She challenged several of them by name, including Secretary of State Mike Pompeo and Treasury Secretary Steve Mnuchin.
Ms Pelosi asked: "Do they stand by these actions?
"Are they ready to say that for the next 13 days this dangerous man can do further harm to our country?"
Images from Wednesday's unrest showed security forces with their guns drawn inside the chamber of the House of Representatives.
Politicians scrambled to grab gas masks from under their seats after being ordered to drop to the floor for their safety.
"We are in a very difficult place in our country as long as Donald Trump sits in the White House," said Ms Pelosi.

While praising officers who "acted so bravely and with such concern", she said there had been "a failure at the top of the Capitol Police".
One of the protesters entered her office and put his feet up on her desk. Other members' offices were ransacked, and threatening messages were left behind.
Following Ms Pelosi's comments, the White House press secretary made a brief statement branding violence at the Capitol "appalling" and "reprehensible".
Kayleigh McEnany said: "Those who violently besieged our Capitol are the opposite of everything this administration stands for."
