The 68-year-old was speaking following talks with German Chancellor Angela Merkel in Moscow.
President Putin stressed the need for collaboration to help the people of Afghanistan and provide stability to the region.
In a televised address, he said: “The Taliban movement control almost the entire territory of the country.
“These are the realities and it is from these realities that we must proceed, preventing the collapse of the Afghan state.”

Foreign nations have transported more than 18,000 vulnerable people from Afghanistan, according to NATO.
But, thousands of desperate Afghans clutching papers, children and some belongings still remain stranded on the runway, where gun-toting Taliban members urged those without travel documents to go home.
In recent years, Moscow has reached out to the Taliban, despite it being banned as an "extremist" group in Russia.
The Taliban has attempted to reinvent its image in recent days, but there is mounting evidence that the extremist group has not reformed from its brutal ways allied with Al Qaeda terrorists.
Reports of gunmen going door-to-door on the streets of Afghanistan continue to mount with activists, women, former officials, journalists, ex-soldiers and members of now-defunct intelligence agencies believed to be at high risk.
